On December 25, the first phase of the 300MW photovoltaic project of the renewable energy substitution project of the State Power Investment Corporation was successfully connected to the grid, which is another open-pit mine dump photovoltaic project after the 200MW photovoltaic project of the Shengli Energy open-pit mine dump of the National Energy Group, and it is also the largest open-pit mine dump photovoltaic project in the country so far, providing China with a replicable and promotable reference experience for green transformation and development and green mine construction.
The project is located in the area of Baiyinhua open-pit mine dump in Xilin Gol League, according to the assessment, the solar energy resource richness grade in this area is Class B, and the site selection is in line with the national "14th Five-Year Plan" for renewable energy development, which proposes to give priority to the use of coal mining subsidence areas, mine dumps and other industrial and mining waste land and oil and gas mining areas to build photovoltaic power stations.
The total capacity of the project is 300MW, the first phase is 200MW, and the photovoltaic covers an area of 83313 acres, a new 220kV booster station. It is calculated that after the full capacity is put into operation, it can transmit 4500 million kilowatt hours, equivalent to saving 13 standard coal50,000 tons, reducing carbon dioxide emissions by 3720,000 tons, 68 tons of nitrogen oxides, 45 tons of sulfur dioxide, and 10 tons of soot.

It is understood that the final load of the project will be fully absorbed by the Baiyinhua high-precision aluminum strip project, with a comprehensive utilization rate of 100%, promoting the transformation of "coal-fired aluminum" to "green aluminum". As an important measure for Baiyinhua to upgrade the industrial chain of "coal, electricity and aluminum" circular economy, the project will also lay the foundation for the comprehensive development of "mine governance + new energy construction", gradually complete the green power substitution of open-pit coal mines, and achieve the goal of "dual control" of enterprise energy consumption.
Open-pit mine soil discharge needs to discharge the overlying rock and other covering materials of the coal seam mined in the open-pit coal mine into the designated place, and its stripping amount can reach several times or dozens of times the mining amount, and the problems of large terrain undulation and elevation, low vegetation coverage, and bare ground praise dust have an impact on the site itself and the surrounding area.
After the installation of photovoltaic modules, because sunlight cannot directly radiate to the ground, the surface temperature is reduced, and the evaporation of water is also reduced, which can accelerate the creation of soil conditions suitable for vegetation growth, restore plant communities, rebuild stable and self-sustaining ecosystems, and improve the ecological environment and landscape where the site is located.
