Ecological environment is a very big concept, which includes green mountains, green water, rivers, land, climate and so on on on which human beings and organisms depend for survival and development.
To protect the ecological environment and implement specific measures, we need to make it concrete and clear, and there will be different directions of focus according to different business varieties and support policies.
For example, in the field supported by special bonds, the field of ecological and environmental protection focuses on supporting the collection and treatment of urban sewage and garbage.
In the areas supported by the EOD model, the ecological and environmental protection field focuses on the eight directions that support what we said:
Air pollution prevention and control. Including clean heating in winter in the northern region, comprehensive treatment of volatile organic compounds, and in-depth treatment of industrial enterprises.
Protection of water ecological environment. Including the treatment of black and odorous water bodies, the construction and transformation of sewage treatment facilities and supporting pipe networks, and the treatment and disposal of sludge in sewage treatment plants.
Comprehensive management of key sea areas. Including the remediation of marine aquaculture environment, the remediation of pollution sources at sewage outlets and direct discharge into the sea, and the prevention and control of pollution from ships and ports.
Soil pollution prevention and control. It includes the risk management and control of soil pollution in construction land, the remediation of soil pollution in construction land, and the remediation of industrial and mining pollution sources in agricultural land.
Agricultural and rural pollution control. Including rural sewage treatment and resource utilization, rural garbage treatment, rural black and odorous water remediation, etc.
Solid waste treatment and disposal and comprehensive utilization of resources. Focusing on the "zero-waste city" construction project, including urban and rural domestic waste collection, treatment and disposal, food waste collection and resource utilization, etc.
Ecological protection and restoration. Protection and restoration of important ecosystems, integrated protection and restoration of mountains, rivers, forests, fields, lakes, grasslands, sand and ice, ecological protection and restoration of mining areas, comprehensive management of coal mining subsidence areas, etc.
Other environmental remediation. Ecological environment risk prevention and control, radioactive pollution prevention and control, noise and vibration pollution control, ecological environment monitoring and information capacity building, etc.
The EOD model supports the argument that these eight directions are not wrong.

Let's take a look at the basis of the direction of these eight fields.
In March 2022, the Ministry of Ecology and Environment issued the Guidelines for the Warehousing of Ecological and Environmental Protection Financial Support Projects (Trial) (Huanban Kecai 2022 No. 6), which clarified these eight directions.

It is the Ministry of Ecology and Environment to lead the establishment of a "reserve bank of ecological and environmental protection financial support projects", which is specially used for financial support in the field of ecological and environmental protection projects.
After a project in the field of ecological and environmental protection is applied for storage, it will receive priority support and key support from financial institutions.
Then, there must be certain standards for the project to be stored, so these eight specific field directions are set for "warehousing".
Therefore, these eight field directions are specifically used to apply for project warehousing, and only the projects that apply for warehousing can adopt the EOD model, the PPP model, or other market-oriented operation models.
These eight areas are only applicable areas of the EOD model, and are not exclusive to EOD.
It is different from the "Top 10 Investment Areas of Special Bonds".

A leader asked me before
Is the main body of the EOD project a first-class department or a market-oriented enterprise? Some articles say that it is a ** department, and some articles say that it can be a market-oriented enterprise?Let's take a look at what the document says.
In September 2020, the Ministry of Ecology and Environment and the state solicited the first batch of alternative projects for the EOD model, clarifying that the main body of the pilot application is the people of the city (county, district) and the park management committee, and encouraging the joint declaration and implementation of the project undertaking unit of the pilot or the park management committee, or the park management committee as the consortium leader;
In October 2021, the second batch of candidate projects for the EOD model was solicited, and it was clarified that the pilot application subject was the people** or the park management committee at the municipal level and below, and the ** or park management committee and the pilot supporting project undertaking unit were encouraged to jointly declare and implement.
The requirements of the two batches are almost the same, and it is clear that the main body of the declaration is the ** department or the park management committee, and the ** department and the enterprise are encouraged to jointly declare.
Therefore, there are only two situations for the declaration subject of the EOD model, one is the first department (including the park management committee), and the other is the first department joint enterprise, and there must be a ** relevant department.
Then, in March 2022, the Ministry of Ecology and Environment issued Document No. 6 to establish a "reserve bank for ecological and environmental protection financial support projects", and since then, the promotion of EOD model projects will follow a normalized management mechanism through storage, and no longer like in 2020 and 2021, the state will first issue a document to solicit EOD pilot projects, and then announce the EOD pilot projects below.
What does Document No. 6 say?
The main body of the warehousing project shall be a market-oriented enterprise that has established a modern enterprise system and has good operating conditions and credit status, or the county level (inclusive) or above** and its relevant departments.The main body of the warehousing project declaration is the enterprise or the first department.
As we have sorted out earlier, Circular 6 is specifically aimed at the requirements for warehousing, and the warehousing declaration entity can be an enterprise, which is actually aimed at projects that do not use the EOD mode for warehousing.
However, if you choose to use the EOD mode to enter the project, it must be what we said earlier, and the main body of the declaration is the ** department, or the ** department joint enterprise.
In addition to meeting all the requirements of Circular 6, the warehousing of EOD projects must also meet the exclusive requirements of the first two pilots.
Therefore, the first thing to understand about business is to clarify the relationship between related things.
Although Circular 6 is aimed at the requirements of the "Reserve Bank of Ecological and Environmental Protection Financial Support Projects", in fact, we can also study it as an important document for EOD.
Because, from the current national policy level, in terms of financial support for ecological and environmental protection, the main promotion is the EOD model, not to mention that the PPP model is now suspended.
Circular 6 proposes specific criteria (with deletions) for EOD projects:
1. For EOD projects at the prefectural and municipal level and above** as the main body of application and implementation, the total investment shall not be higher than in principle5 billion yuan;For projects at the district and county level as the main body of application and implementation, the total investment amount shall not be higher than in principle3 billion yuan
