Xiyu Garden Community was built in May 2001 with a total construction area of 210,000 square meters, belonging to the old community without property. The phenomenon of old and dilapidated infrastructure, indiscriminate construction by owners, and lack of parking spaces is the consistent impression left by the residents of the Xiyu Garden Community.
In October 2023, after Jiayuguan City held a mobilization and deployment meeting to build a model city for social governance in the new era, the renovation of property-free communities has become an important task. Through visits, surveys, and investigations, the Xiyu Garden Community was included in the renovation scope of the old community without property by the Xiongguan Community of Xiongguan Street. In November, the Jiayuguan Municipal Party Committee and Municipal Government set up a special rectification work class for the Xiyu Garden Community to concentrate on solving the problems that have plagued the residents of the community for many years.
Policies have been introduced, but some difficulties need to be overcome in their implementation. Pu Jijun, secretary of the Party Working Committee of Xiongguan Street, said that the phenomenon of private construction by residents in the community is serious, and items are stacked in the open air in a disorderly manner, which is difficult to rectify. At the same time, multi-storey districts and self-built rental compounds have different opinions on the interests of property occupancy, and the progress of property occupancy is relatively slow.
In this regard, Jiayuguan City strengthened the leadership of party building, formed a community party committee as the core, urban management, public security, fire protection and other departments cooperated, and the units under the jurisdiction of the same question to answer the work mode, starting from the residents concerned about parking difficulties, random stacking, private construction and other issues, the implementation of 44 parking spaces, demolition of dilapidated boiler rooms, 10 illegal shops, hardened concrete pavement in the community, clean up 120 tons of goods.
At the same time, the influential and appealing party member families are selected as the central households of party members, and the representatives of enthusiastic residents and other parties are united to guide residents to change from "spectators" to "protagonists" in community governance, and to be "managed" and "managed" by themselves.
