The military conflict between Ukraine and Russia has been going on for 540 days. Recently, Ukraine** Zelensky issued a decision to reform the mobilization system, followed by a series of measures in Ukraine**:
First of all, Ukraine** asked Western countries to repatriate Ukrainian refugees, hoping to find suitable personnel from among them and send them back to Ukraine in order to increase the supply of soldiers.
Second, Ukraine has expanded the scope of mobilization to include people who were originally exempted from conscription, such as single fathers and employees of state agencies, as well as banning young people between the ages of 16 and 18 from leaving the country.
Finally, unit leaders and landlords are listed as "intermediaries" for mobilization, and they are also responsible for assisting in the identification of the military service age population and issuing call-up orders. Concealment is also punishable.
The Ukrainian army suffered heavy losses in the summer "big **", and the front-line troops urgently need to replenish their manpower, and it is planned to recruit more than 150,000 strong men in the autumn and winter. Allegedly, the Ministry of Defense of Ukraine and the Selective Service Department of the General Staff of Ukraine have presented Zelensky with a proposal for a general mobilization of the country.
Although the above information has not been confirmed, a notice from the military service department has been posted online in the Ternopil region, indicating that Ukraine is taking some extreme measures to increase the number of strong men. The notice warns apartment owners that their hot water and gas will be cut off if they fail to cooperate with the Selective Service Department's recruitment efforts.
The Ukrainian army is not only full of tricks in catching strong men, but also in the troop recruitment system. Recently, Ukraine passed Decree No. 491 2023 of the meeting with the National Defense Council, dissolving the commissions for military registration and conscription in all regions and requiring all members to go to the battlefield to prove their loyalty.
According to the new decree, the heads of the regional conscription committees will be the heads of the basic combat corps of the Ukrainian army, and the officers and soldiers of these regiments will be directly involved in the work of the regional conscription committees. In addition, a rotation system will be introduced in the use of personnel, with regular transfers of personnel from the front to the regional committees to take charge of recruitment.
Big Ivan and several colleagues privately discussed the new system of conscription committees for the Ukrainian army. They unanimously agreed that this was actually a system in which the regiments of each campaign were divided into parts. Each corps will be responsible for the corresponding military district, and the commander-in-chief will also be the head of the military district, with full authority to organize the military mobilization of the military district.
This system means that each legion will have a pool of troops, and the strong men captured from the military area will belong to that army. This will lead to increased corruption within the Ukrainian army, especially in the capture of soldiers. In addition, since each corps will have its own pool of troops, and each corps will have a need for mobilization, it will intensify the competition and unfairness of the strong men.
This new mobilization system for the Ukrainian army could lead to more corruption and conscription. Each legion organizes its own capture of strong men, which will cause many problems, such as the selection of leaders, troop strength, etc. At the same time, these problems may be compounded by the fact that the Ukrainian army has serious LGBT tendencies. In addition, the issue is further complicated by the fact that local conscription committees will increasingly use the method of arresting each other by various ethnic groups.
In general, this new system of conscription boards may create more problems and unfairness, which may have a negative impact on the morale and efficiency of the Ukrainian army.
Therefore, at present, all armed forces have taken action one after another to directly carry out the operation of arresting strong men in their own administrative areas, and no longer rely on the original system, that is, the military registration and mobilization committees of the military and political departments are responsible for arresting the soldiers, and then uniformly distribute and supplement them to the mode of each army. This change aroused the enthusiasm of the military commanders of the various armies, because they finally had an opportunity to expand their strength and replenish their forces.
Under the previous system, there was no direct interest between the recruitment board and the recruitment of troops, and the absence of troops was not directly related to the work of the recruitment board. However, now that the troops are arresting and receiving strong men on their own, it is equivalent to unifying the two that were not directly related to each other, which will lead to a further escalation of the madness of the arrest actions of the various troops.
Big Ivan believes that the armies may set a reverse KPI that requires the number of arresters to meet a certain standard, otherwise the capture team will be abolished and the soldiers will be reassigned to the front. This will lead to more frantic operations by the various units, and there may even be cross-regional arrests and competition between brigades and armies. It will also exacerbate the problem of corruption, which may have been possible to avoid military service by paying $5,000, but may now need to pay $8,000 or risk being arrested.
In general, this round of conscription system reform in Ukraine is more extreme than that of the Kuomintang and the Japanese army during World War II. This model of merging military administration and military orders into one is irrational in the modern army, because separation is the basic principle. This reform of the Ukrainian army has created a huge reaction in the conscription system.
As Ukraine resumes a new round of arrests, it will soon be overstaffed at home, which also means that Ukraine's mobilization potential is gradually drying up. In the final war, comprehensive national strength and internal strength will become the key factors determining victory or defeat.
