In terms of broadening the channels of talents, the "Opinions" require that the characteristics of pension service positions be broadened to broaden employment channels, implement employment and entrepreneurship support policies, support qualified talents to work and start businesses in the field of pension services, and increase support for rural areas with weak pension service foundations. Support the flow of cross-industry and cross-field talents, support the cooperation between pension service institutions and housekeeping services, property services and other institutions, and guide relevant talents to transform into elderly care-related work.

In terms of improving the quality and ability of talents, the "Opinions" require strengthening professional education and training, vigorously developing vocational education for senior services, strengthening the cultivation of senior service talents at the undergraduate level and above in ordinary colleges and universities, and encouraging qualified senior service institutions to participate in the holding of vocational colleges for senior services, strengthening technical skills training, and carrying out training and upgrading actions for senior service personnel.

In terms of improving the talent evaluation mechanism, the "Opinions" require broadening the career development channel, promoting the evaluation of professional level, taking the elderly care worker as a pilot, accelerating the improvement of the socialized identification mechanism of the vocational skill level of skilled personnel in the elderly service, and standardizing the selection and determination, assessment and certification of vocational skill level recognition institutions.

In terms of talent use management, the "Opinions" require optimizing job allocation, improving the talent use mechanism, and strengthening the standardized management of talents. Encourage skilled talents above the technician level to give full play to their skills, manage the team, and pass on the skills of apprentices.
