In the process of major reform of the Chinese affairs system, China's armed police force, as an important force undertaking diversified tasks, has undergone profound and extensive structural reform and functional adjustment. Originally, China's armed police force had eight major police branches, covering internal security, forestry, water and electricity, transportation, border defense, security and fire protection and other diversified areas of responsibility, but in the tide of military reform, the fate of each police branch has undergone significant changes.
First of all, in accordance with the basic principle of "the army is the army, the police is the police, and the people are the people," the two major police branches, the guard and the border guard, have been stripped of the armed police system, transferred to the public security organs, and incorporated into the people's police establishment. The two teams of firefighting and forestry have been adjusted from the active establishment to the administrative establishment, and the unified command and dispatch of the Ministry of Emergency Management has strengthened the construction of the national emergency management system.
In the course of the reform, the armed police force was transformed into a non-active professional team, and its core functions shifted to the national basic geological work and polymetallic mineral resources exploration, and it was merged into the Ministry of Natural Resources to achieve professional management and operation. The hydropower force of the armed police force was also de-active and reorganized into a state-owned enterprise of China Aneng Construction Corporation, which was guided by the State-owned Assets Supervision and Administration Commission to enhance the national capacity in infrastructure construction and emergency rescue.
At the same time, the coast guard and its related functions have been gradually integrated into the armed police force, which has strengthened maritime law enforcement and security. After the reform, the characteristics of the "army" of the armed police force are more prominent, directly subordinate to the leadership of the first military commission, no longer belonging to the first sequence, mainly focusing on the implementation of tasks in the three aspects of internal security, coast guard and traffic (which has been reorganized into five traffic detachments).
At the organizational level, the headquarters of the Armed Police Force has complied with the requirements of modern military management, upgraded and reshaped the original structure, and set up five core departments, namely, the General Staff Department, the Political Work Department, the Logistics Department, the Equipment Department, and the Commission for Discipline Inspection.
In terms of geographical distribution, the armed police force has set up 32 corps in 31 provinces, autonomous regions, and municipalities in China, of which the Beijing corps, the Xinjiang corps, and the ** corps have a special status and are established at the regular army level, while the remaining corps are at the deputy army level. In addition, two mobile armed police corps, including the corps and a number of local detachments of the coast guard, have been established to enhance the ability to respond quickly to and deal with emergencies.
In the field of education and training, the armed police force has a series of colleges and universities with distinct levels and distinctive characteristics, such as the armed police command college at the regular army level, as well as the deputy military level armed police engineering university, the armed police officer college, the armed police special police academy, the armed police coast guard academy, etc., as well as the armed police logistics college and the armed police non-commissioned officer school at the full division level, so as to provide all kinds of high-quality personnel for the armed police force.
As an important support for scientific research and innovation, the Armed Police Research Institute continues to play a key role in the reform and promotes the Armed Police Force to continuously make new breakthroughs on the road of rejuvenating the army through science and technology.
To sum up, the role positioning and function transformation of the Chinese armed police force in the process of military reform have greatly improved its professionalism and effectiveness in maintaining social stability and coping with complex situations and challenges, which not only reflects the determination and wisdom of the squadron in modernization and reform, but also is an inevitable choice to adapt to the new era and development strategy. Through reform, the armed police force has become a modern armed force with capable organs, clear functions, and strong combat effectiveness, and has made irreplaceable contributions to safeguarding national interests and promoting social development.
