The specific requirements for forestry carbon sequestration projects and carbon sequestration declaration and registration materials are as follows:
First of all, the project owner needs to submit a registration application form to ensure that it is complete, accurate, and stamped with the official seal. Secondly, the project owner's legal person unified social credit certificate must be provided, which is a necessary proof of legal operation. In addition, in order to confirm the scope and legality of the implementation of the project, a certificate of forest tenure is required. The project operation design or business plan is also an essential material, which depicts the specific implementation steps and expected effects of the project.
In addition, it is necessary to certify the date of the actual commencement of the implementation of the afforestation carbon sequestration project activities. The project application documents should elaborate on the background, purpose, technical route and methods of the project. The forestry carbon sequestration income distribution agreement needs to clarify the rights and responsibilities of all parties to ensure fair trading.
If the project owner has a file certificate of poverty alleviation households or poverty alleviation villages, entrustment agreements or consortium agreements, they must also be submitted. When applying for carbon sink declaration and registration after the first monitoring period of the project, only the registration application form, project application documents and the audit report issued by a third-party audit agency are required.
These materials must be true and valid, and once any fraud is discovered, the Provincial Department of Ecology and Environment will permanently refuse to accept all project application materials from relevant participants such as project owners, project consultants, and third-party audit agencies.
