With the opening of the Fourth Session of the Seventh CPPCC Shenzhen Municipal Committee, Shenzhen has officially entered the "Two Sessions". On the afternoon of the first day of the two sessions, as an important "routine" activity of the two sessions every year, a forum was held between leaders of Shenzhen Municipality and members of Hong Kong and Macao.
Thirteen members of the committee spoke on the spot, and more than 20 members made written speeches, and they enthusiastically offered suggestions and suggestions on deepening cooperation between Shenzhen, Hong Kong and Macao and promoting the construction of "dual zones". The speeches of the committee members covered everything from promoting the "three major cooperation platforms" between Shenzhen and Hong Kong, connecting with the Northern Metropolis, to building a high-quality living circle, a technology ecosystem, and financial connectivity.
After listening to and watching everyone's speeches on the spot, I also have a very deep feeling, that is, the suggestions of everyone's speeches are more specific and more detailed - for example, some committee members focused on Shenzhen and Hong Kong's traditional Chinese medicine cooperation, twin cities to build an e-sports capital and other separate subdivisions, and some members respectively put forward opinions and suggestions on the children's education of Shenzhen and Hong Kong residents, as well as cross-border pension and other livelihood demands - it can be said that from the big to the small, everyone's topics are wide, and the landing points are more targeted.
Such a trend of becoming more and more detailed is due to the in-depth promotion of the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the Shenzhen Pilot Demonstration Zone over the years, and has continuously achieved results. On the basis of the current good achievements, starting from the time of the two sessions, the future construction of "dual districts" will bring more highlights and expectations.
First of all, this expectation stems from the important deployment at the major strategic level.
The construction of the Guangdong-Hong Kong-Macao Greater Bay Area is a major national strategy personally planned, deployed and promoted by the general secretary. The general secretary inspected Guangdong in April last year and gave the Guangdong-Hong Kong-Macao Greater Bay Area a new positioning of "one point and two places", which further pointed out the direction for promoting the construction of the Guangdong-Hong Kong-Macao Greater Bay Area in the new stage. 2024 is the key node of the 5th anniversary of the release of the outline development plan for the Greater Bay Area, starting from 2019, the first work report of Guangdong Province will put the relevant content of the construction of the Guangdong-Hong Kong-Macao Greater Bay Area at the top of the annual key work.
Second, this expectation stems from the deepening of Shenzhen-Hong Kong cooperation.
In the past year, the term "two-way travel" has been used many times to describe the linkage and development between Shenzhen and Hong Kong. Major platforms such as Hetao and Qianhai have further ushered in the implementation of national-level planning and development plans. In the process of resuming customs clearance and gradually getting rid of the impact of the epidemic, the two cities have made considerable progress in economy, science and technology, people's livelihood, culture and other aspects.

Third, this expectation stems from the momentum of a sound foundation.
In the past five years, Shenzhen, Hong Kong and even the cities in the Greater Bay Area have laid a good foundation in terms of "hard connectivity" and "soft connectivity", both in terms of infrastructure and important policies, and the results of "heart-to-heart connectivity" will surely become more and more in the future. Shenzhen, as the core engine of the Greater Bay Area, will continue to accelerate its progress in many aspects, such as the pilot demonstration zone, reform and opening up, and the construction of major platforms, and will usher in more progress in the new year.
After the symposium, several committee members said in an interview with us that five years is a critical juncture, and in their view, the construction of the Greater Bay Area has entered a new stage. Looking to the future, we have a lot to look forward to. At the same time, there are many challenges, such as the pressure of the external environment, and how to find more breakthroughs in cooperation through reform and innovation in Shenzhen, Hong Kong and Macao after development to a certain extent, and continue to deepen integrated development. Shenzhen's first work report is also about to be released, and we look forward to this report, focusing on the next "dual district" construction tasks, to convey more strong voices for development.
