Food safety is related to the health of the people and the healthy and stable development of society. **The general secretary emphasized: "Food enterprises should produce high-quality assured food to ensure the safety of the people's tongue." The report of the 20th National Congress of the Communist Party of China proposed: "strengthen food and drug safety supervision". Today, when digital technology is deeply integrated into economic and social development and has a profound impact on social governance, empowering food safety governance with digitalization is an important way to implement food safety strategies and improve the level of public safety governance. We must give full play to the supporting and guaranteeing role of digital technology, innovate food safety governance, and weave a protective network covering the whole chain of food safety to ensure the "safety on the tip of the tongue" of the people.
Optimize the way the food safety supervision process is conducted. With the improvement of living standards, people's expectations for food safety continue to increase. The digital construction of food safety governance is an important part of building a rigorous and efficient food safety governance system. Optimizing the regulatory process and integrating governance resources with digital technology can promote the reshaping of food safety regulatory structure, reduce the level of information transmission, and accelerate the flow of information, thereby improving the efficiency of food safety supervision. At present, some places have applied digital technology to food safety governance, and built digital regulatory service platforms and systems, which have achieved remarkable results. For example, some cold chain product traceability platforms and food traceability systems help solve the problem of information asymmetry between regulatory links and extend the supervision and management chain; The "You Point Me Check" sampling system counts the food categories that consumers focus on and feeds back to the regulatory authorities in a timely manner, which can improve the pertinence of sampling activities; Law enforcement platforms such as on-site law enforcement management terminals for food safety production supervision record and disclose the supervision process and law enforcement process online, which is helpful to standardize the food safety supervision process. Facing the future, it is necessary to further improve the top-level design of food safety digital supervision, and clarify the overall thinking, direction and principles of digital construction of food safety governance. Promote the construction of a coordinated digital regulatory framework and rule system, strengthen inter-field, inter-departmental and inter-regional exchanges and coordination, and reduce the cost of supervision. Make full use of big data, cloud computing, artificial intelligence and other technical means to strengthen the whole-process supervision of the food industry chain, and realize the precision and intelligence of supervision methods.
Promote the digital transformation of food enterprises. Food companies have an important responsibility to protect food safety. The development of digital technology provides an opportunity for the transformation and upgrading of the food industry from production, processing, circulation and sales, and also provides an important means for food enterprises to better fulfill their responsibility to protect food safety. At present, some food companies have built product traceability systems to realize the digitalization of the first chain. Clear and transparent traceability information helps eliminate consumer safety concerns and enhance consumer confidence; **Chain digitalization can strengthen the ability of enterprises to control product quality and reduce food safety risks. It is necessary to promote food enterprises to conform to the trend of digital economy development, accelerate digital transformation, improve manufacturing capabilities, quality management capabilities and information traceability capabilities, and ensure food quality and safety. Promote the digital and intelligent upgrading of key production equipment, reduce the uncertainty caused by manual operation, and stabilize product quality. Establish a product information management mechanism, collect data from business processes, product production, quality control and other aspects, and serve the construction of a systematic and comprehensive data chain supervision and self-traceability system. Actively connect with the digital supervision platform to improve the traceability of raw materials, processing, circulation, warehousing and other information in the food chain.
Adhere to co-governance and sharing, and form a joint force for governance. Food safety governance involves planting, production, processing, circulation, sales and other links, and it is necessary to mobilize all social forces to form a joint force of governance, and ensure food safety with a governance network and governance structure with the participation of multiple subjects. Use digital technology to smooth the channels for public participation in food safety governance, and combine "top-down" supervision and "bottom-up" supervision to achieve information exchange, regulatory interaction, and resource sharing. Establish a food safety file and control mechanism based on big data monitoring, which not only standardizes the behavior of producers, but also promotes the solution of problems such as scattered food safety information publicity channels and difficulties in public inquiry. Give full play to the role of the new first, timely and interactive information dissemination to break the layers of information barriers between consumers and producers and operators, so that consumers can have a more comprehensive understanding of food safety information and participate in food safety social supervision more conveniently.
