Recently, 18 departments including the Standardization Administration of the People's Republic of China jointly formulated the "Work Plan for the Construction of the Basic Public Service Standard System" (hereinafter referred to as the "Plan"). The plan points out that by 2027, 200 national standards and industry standards in the field of basic public services will be formulated and revised, and 80 pilot projects for the standardization of basic public services will be created; By 2035, standardization will support the basic equalization of basic public services, and ensure that the fruits of development benefit all people more and more fairly.
The plan points out that it is necessary to continue to improve the basic public service standard system, focus on the 22 types of service items in nine major areas listed in the "National Basic Public Service Standards", focus on the most concerning, direct and realistic interests of the people, and further improve the resource allocation of facilities and equipment, service processes and quality requirements, operation management, performance evaluation and other standards, and form a basic public service standard system with clear levels, cohesion and support, and scientific application; Increase the effective supply of national and industry standards for basic public services.
Specific to the field of cultural and sports service guarantee, the "Plan" proposes to improve the standards of public libraries, cultural centers (stations), museums, and village (community) comprehensive cultural service centers, and improve the quality and convenience of public cultural services for children and the elderly.
The plan also requires that the implementation of supporting local standards for basic public services should be refined, the standardization and standardization of grassroots service institutions should be promoted, the pilot construction of basic public service standardization should be continuously promoted, the orderly connection between basic public service standards and policies should be strengthened, and the supervision and evaluation of the implementation of basic public service standards should be deepened.
