The announcement clarifies that for items to be delivered from ports open to the outside world of the Cooperation Zone, as well as items released into the zone from ports open to the outside of the Cooperation Zone (hereinafter referred to as "duty-free goods") and then sent to the Mainland, the recipient can confirm the relevant declaration information to the Customs through the "Pocket Customs" or "Pocket Single Window" WeChat Mini Program.
For duty-free goods sent from the Co-operation Zone to the Mainland, the sender shall truthfully declare to the mailing enterprise in accordance with the format of the Declaration on the Duty-free Goods of Personal Belongings Sent from the Guangdong-Macao In-Depth Co-operation Zone in Hengqin to the Mainland (hereinafter referred to as the "Declaration of Duty-free Goods"). The declaration of duty-free goods shall be printed by the mailing company in duplicate, one copy shall be handed over to the sender for retention, and the other shall be pasted on the outer surface of the corresponding package by the mailing company. If there is no declaration of duty-free goods on the outer surface of the parcel of the mailed goods, it shall be deemed that the sender declares that the goods sent are non-tax-exempt goods.
The announcement also clarifies that the goods to be delivered in and out of the ports open to the outside world through the cooperation zone, and the duty-free goods sent to the mainland from the cooperation zone, shall be contracted and carried by the inbound and outbound express operators or postal enterprises that meet the requirements of the Measures of the Customs of the People's Republic of China for the Supervision of Inbound and Outbound Express. The announcement shall come into force on the date of the official closure and operation of the cooperation zone.
