Generally speaking, political commissars and commanders have a mutually reinforcing relationship in terms of personnel power, and they must not only play their role within the scope of their respective duties, but also ensure the correctness and fairness of personnel work through the collective decision-making mechanism of party committees, so as to ensure the combat effectiveness and purity of the troops.
