**On February 27, the State Council Information Office held a press conference on February 27 to introduce the relevant situation of the coordinated development of Beijing-Tianjin-Hebei in the past ten years. At the meeting, Guo Lanfeng, a member of the party group of the National Development and Reform Commission, introduced that in the past ten years of coordinated development of Beijing-Tianjin-Hebei, under the guidance of the leading group for the coordinated development of the region, the regional office of the region, together with Beijing, Tianjin, and Hebei, has overcome difficulties, paid close attention to implementation, and promoted remarkable achievements in various tasks. First, the planning policy framework has been established. In June 2015, the "Beijing-Tianjin-Hebei Coordinated Development Plan Outline" was promulgated, and as a blueprint, the regional office successively formulated the "13th Five-Year Plan" and "14th Five-Year Plan" to decompose and refine these key tasks, and each year through the annual key work arrangements for the implementation of these tasks in a list of closed-loop implementation, at the same time, relevant departments have also successively introduced special plans and supporting policies for industry and education, forming a planning policy system with consistent goals, clear levels and mutual cohesion.
Second, Beijing has made a breakthrough in the relief of non-capital functions. The coordinated development of Beijing-Tianjin-Hebei is a function of relieving Beijing's non-capital city. Focusing on solving the problem of Beijing's "big city disease", we have built a plan and policy system to promote the construction of the first batch of universities, hospitals and central enterprise headquarters in Xiong'an New Area, and also introduced policies on household registration, investment, and salary income of employees or enterprises in Xiong'an. The layout of Beijing's capital functions has been continuously optimized, and Beijing has become the first megacity in the country to reduce its development.
Third, Xiong'an New Area has entered the stage of large-scale construction and undertaking Beijing's non-capital functions. Xiong'an is a millennium plan and a major national event, and the general secretary requires that every inch of land be planned before construction begins. At present, the urban framework of Xiong'an New Area has basically appeared, the external backbone road network has been fully completed, the water quality of Baiyangdian Lake has been basically maintained in class, and the new area also has its own administrative division**, license plates, etc.
Fourth, the function of Beijing's urban sub-center is becoming more and more perfect. Four sets of teams in Beijing, more than 70 municipal departments, and nearly 30,000 staff members have moved to the sub-center, Universal Studios has become a tourist landmark, and cultural buildings such as the Beijing Art Center, the City Library, and the Grand Canal Museum have been completed and unveiled, and the quality of life of the sub-center is constantly improving.
Fifth, the high-quality development of key regions has achieved remarkable results. Beijing and Hebei have jointly established the Council and Executive Committee of the Integrated High-quality Development Demonstration Zone between Tongzhou District and the three northern counties, and more than 10 Beijing hospitals have cooperated with medical institutions in the three northern counties. The reform and opening up of Tianjin Binhai New Area has achieved practical results, and the container throughput of Tianjin Port will exceed 22 million TEUs in 2023, an increase of 58% over 2014. The construction of Zhangjiakou Capital Water Conservation Functional Area and Ecological Environment Support Area has been accelerated, and it has become the city with the best air quality in the region. Tangshan has completed the "14th Five-Year Plan" target of reducing energy consumption per unit of GDP ahead of schedule. The key areas, as I have just mentioned, include these aspects: one is Tongzhou and the three northern counties, the second is the Tianjin Binhai New Area, and the third is the construction of the "two districts" in Zhangjiakou.
Sixth, the level of coordinated development in key areas has continued to improve. The key areas are generally transportation, ecology and industry, which are the three key areas proposed in the Beijing-Tianjin-Hebei coordinated development plan. At present, the construction of an integrated transportation network is accelerating, and major cities are 1-1The 5-hour traffic circle is basically formed. At the same time, the co-construction and sharing of public services have been accelerated, and more than 9,900 medical institutions have realized direct settlement of outpatient fees for cross-provincial and non-local medical treatment.
Seventh, the reform and innovation of systems and mechanisms have been further promoted. The Beijing-Tianjin-Hebei region has launched the first batch of 165 qualifications and qualifications for mutual certification, more than 230 high-frequency characteristic convenience services have achieved "self-service", and 51 institutional innovation achievements in the pilot free trade zone have been replicated and promoted across the country.
Guo Lanfeng concluded that in general, in the past ten years, the coordinated development of Beijing-Tianjin-Hebei has mainly been to lay the foundation and lay out the layout, focusing on adjusting and optimizing the economic structure and spatial structure.
