In September of the same year, Yuan Shikai used Ma Fuxiang to clear the border and ordered the general army of Ningxia Town to be the envoy of Ningxia Protector, directly subordinate to **, and controlled the military affairs of the three banners of Etuoke, Wushen and Alxa. Soon, Beiyang ** appointed Ma Fuxiang as the general of Ningxia, and the Helan Mountain area was under the jurisdiction of Ningxia.
