Transportation is one of the three key areas in which the Beijing-Tianjin-Hebei coordinated development major national strategy has taken the lead in breaking through. Over the past ten years, the three provinces and cities have firmly grasped the basic leading role of transportation, focused on promoting the construction of transportation infrastructure, accelerated the construction of world-class port and airport clusters, and continued to carry out coordinated linkage of transportation services, so that transportation integration has moved from a "blueprint" to a "reality".
The transportation coordination mechanism is constantly innovating.
The transportation departments of the three provinces and cities took the lead in realizing "a game of chess" in terms of mechanism, established a regional transportation integration coordination group, and held joint meetings on a regular basis to plan regional transportation integration. Over the past ten years, the transportation departments of the three places have signed more than 30 cooperation agreements, realizing the same planning, construction synchronization, transportation integration and management coordination.
Beijing-Tianjin-Hebei on the track "accelerated formation.
A large number of high-speed railways such as Beijing-Tianjin intercity extension line, Beijing-Xiongxiong intercity, Jingtang (Jingbin) intercity, Jinxing intercity and so on have been put into operation, with Beijing and Tianjin as the core hub, the national high-speed railway network through various cities in Hebei has been basically completed, and the total mileage of high-speed rail in the Beijing-Tianjin-Hebei region has increased from 1284 kilometers in 2013 to 2624 kilometers, realizing full coverage of all prefecture-level cities in the region, and the "1-hour traffic circle" in the Beijing-Tianjin-Hebei region has begun to take shape, and the 2-hour traffic circle between major cities has been basically formed. The main skeleton of the Beijing-Tianjin-Hebei region on the track is basically formed. The Beijing-Tianjin intercity operation of reconnected trains and long-marshalling trains implements bus-based operation, with a minimum departure interval of 3 minutes, providing a solid traffic guarantee for singing the "Tale of Two Cities" between Beijing and Tianjin.
The interconnected road network is becoming denser and denser
A large number of expressways such as Beijing-Taipei, Beijing-Xiong, Beijing-Kunming, and Jinshi have been completed and opened to traffic, and the national expressway backbone network composed of 7 capital radial lines, 2 longitudinal lines and 3 horizontal lines has been basically formed within the region, with Beijing as the center. Up to now, the total mileage of expressways in Beijing, Tianjin and Hebei has reached 10,990 kilometers (including 1,211 kilometers in Beijing, 1,358 kilometers in Tianjin, and 8,421 kilometers in Hebei Province), an increase of 37 kilometers compared with 7,983 kilometers in 20147%, and the highway density reaches 506 km 100 square kilometers, which is 27 times.
The construction of a world-class port cluster is advancing in depth.
Tianjin-Hebei Port Group signed a number of cooperation agreements to jointly operate two container terminal companies in Tianjin-Hebei and Jintang, and jointly built a "daily shift" around the Bohai Sea, with a cargo throughput of more than 1.9 billion tons in Tianjin-Hebei port, and the influence and radiation of the port group in the Bohai Rim and inland hinterland have been continuously improved.
Tianjin Port has built the world's first "zero-carbon" terminal, with the proportion of clean iron ore transportation exceeding 65%, and the volume of sea-rail intermodal transportation has increased by 116% in the past five years. 120 marketing outlets are all over the inland, the port service center has entered Beijing, the "green channel" has opened to Xiong'an, the northern international shipping hub has reached the world, and the annual inbound and outbound passengers of the international cruise home port have exceeded 940,000 person-times; The number of container routes has increased from 119 in 2013 to 145 at present, covering more than 200 countries and regions. Container throughput has increased from 13 million TEUs in 2013 to 2,218 TEUs today70,000 TEUs, ranking among the top 10 in the world.
Qinhuangdao Port, Tangshan Port and Huanghua Port, as important ports in China, play a "ballast stone" role in serving and ensuring the safety of national energy and resource transportation. Qinhuangdao Port has a world-class modern coal terminal and has been awarded the first "five-star" green port area in China. Tangshan Port's status as a major hub port for energy and raw materials serving major national strategies has been further consolidated, with a cargo throughput of more than 800 million tons in 2023, ranking second among the world's ports. Huanghua Port has become an important outlet for China's western coal transportation to the east and northern coal transportation to the south, and the cargo throughput will be completed by 3300 million tons.
The pattern of world-class airport clusters has taken shape.
Daxing Airport, Beidaihe Airport and Puning Airport were completed and put into use, and all nine planned airports in Beijing, Tianjin and Hebei were opened to traffic. In 2023, the passenger throughput of Beijing's "two games" will reach 92.28 million, Tianjin Airport will carry out 188 domestic and international routes, and Hebei Airport will reach 91 cities. The first-class airport echelon of "dual core" + "double auxiliary" + "multi-node" in Beijing-Tianjin-Hebei has been initially formed, boosting the aviation hubs of the three places to become an important fulcrum linking the international and smooth dual circulation. The cargo port of Capital International Airport has launched the "direct transfer" business innovation, and it only takes 4-8 hours for domestic goods to complete the security inspection of the export assembly warehouse after landing. With the commissioning of the Tianjin Air Port Customs Clearance Base, the status of Tianjin Airport as a cargo hub has been further strengthened. Shijiazhuang Airport has opened up a number of new import and export channels, and the connection between the "three places and four fields" has become closer, and it has become a "new engine" to drive regional economic and social development.
Improve the quality and efficiency of transportation services.
Beijing's 38 inter-provincial bus lines have achieved normal operation, with an average daily passenger volume of about 190,000 person-times, serving 17 surrounding counties, cities and regions. Since 2022, Beijing has successively opened customized express buses from Guomao to the main urban area of Langfang, the three northern counties, Gu'an County, and Wuqing District of Tianjin, with a total of 6 main lines and 36 branch lines, 154 daily shuttle buses, and a daily passenger volume of about 5,800 people, and the average commuting time has been shortened to 54 minutes, greatly improving the commuting efficiency around Beijing. Beijing-Tianjin and Jinshi Metro have realized mutual recognition of APP payment, Beijing West Railway Station and Tianjin Railway Station have realized mutual recognition of national railway and urban rail security inspection, and Beijing South Railway Station, Tianjin South Railway Station and Tianjin West Railway Station have realized national railway security-free transfer to urban rail, so as to promote the integrated development of railway and urban rail. Tianjin and Shijiazhuang will jointly build a national comprehensive freight hub to supplement the chain and strengthen the chain of cities (clusters).
Management collaboration, linkage, optimization and upgrading.
Beijing, Tianjin and Hebei have shared a total of about 500 million pieces of 51 types of data such as "two passengers and one danger" positioning, and the degree of interconnection and resource sharing of transportation information system networks has gradually improved. Issued 10 regional integration standards, jointly promoted the pilot demonstration of regional law enforcement cooperation, and built a pattern of law enforcement integration among the three places. Establish a regional cooperation mechanism for the coordinated development of transportation and government services in the Pan-Beijing-Tianjin-Hebei region, realize the mutual recognition and sharing of five types of electronic licenses for road transport in Beijing-Tianjin-Hebei, and realize the more efficient and convenient business handling of "colleagues with the same standard" for five matters of government services.
We will build a pioneer and demonstration area for Chinese-style modernization.
Since 2014, the general secretary has inspected Beijing-Tianjin-Hebei many times and presided over a symposium, which pointed out the direction of progress and provided fundamental guidance for further promoting the coordinated development of Beijing-Tianjin-Hebei. In the next step, our transportation department will thoroughly study and implement the spirit of the important speech of the general secretary, accurately grasp the new mission and new task of Beijing-Tianjin-Hebei transportation integration, focus on the following three aspects, and strive to build Beijing-Tianjin-Hebei into a pioneer and demonstration area of Chinese-style modernization.
Strengthen the radiation and driving role of sea and air ports. Enhance the energy level of port facilities in Tianjin and Hebei. Promote the expansion of Tianjin-Hebei port cooperation in breadth and depth. Improve the service system of Tianjin and Hebei ports in Beijing, and smooth the green channel of Xiong'an. Optimize the airspace of Beijing-Tianjin-Hebei "three places and four fields", and accelerate the preliminary work of Tianjin Binhai International Airport Phase III, Shijiazhuang Airport Reconstruction and Expansion, and Tangshan Airport Reconstruction and Expansion.
Strengthen the "hard connection" of infrastructure. In 2024, the first section of the Jinjing urban (suburban) railway will be completed. Speed up the construction of Xiongshang, Xiongxin, Tianjin-Weihai high-speed railway, and Jingbin intercity (southern section). Speed up the construction of the reconstruction and expansion project of the Chengping Expressway, the Beijing-Tianjin-Tang Expressway, and the Cangzhou section of the Rongwu Expressway, and speed up the preliminary work of the Capital Area Ring Road (Tanglang Expressway Phase II), Jingde Expressway, and Bintang Expressway. Upgrading and renovating some inter-provincial interface roads.
Strengthen the "soft connectivity" of transportation coordination. Sing a new chapter of Beijing-Tianjin "A Tale of Two Cities" transportation, promote the extension of the coverage of customized express buses around Beijing to the surrounding areas, continue to ensure the normal operation of inter-provincial public transport, and promote Liaoning, Shanxi and other places to be included in the scope of pan-Beijing-Tianjin-Hebei government service cooperation. Deepen the linkage of law enforcement and emergency response in the Beijing-Tianjin-Hebei region, complete the pilot demonstration of law enforcement cooperation, and create an integrated transportation governance pattern of co-construction, co-management and co-governance.
