In order to guide the city's operators and relevant units to consciously abide by the laws, regulations and policies, further standardize the market behavior during the festival, and effectively safeguard the legitimate rights and interests of consumers, in accordance with the "People's Republic of China ** Law", "* Provisions on Administrative Punishment of Illegal Acts" and other relevant laws and regulations, the city's operators and related units during the Spring Festival in 2024 are reminded and warned as follows:

1) It is necessary to strictly abide by the "People's Republic of China ** Law", "Provisions on Clearly Marking Prices and Prohibiting ** Fraud" and other laws and regulations, strictly follow the principles of fairness, legality and good faith, strengthen self-discipline, consciously fulfill social responsibilities, provide consumers with the most reasonable goods and services, and effectively stabilize the first level.

2) It is necessary to conscientiously implement the clear price marking system, and earnestly achieve that the price tag price list is complete, the price content is true and clear, the handwriting is clear, the goods are in place, and the label is eye-catching. No markup** on top of the list price, no charges for anything not indicated.

3) When carrying out ** activities, it is not allowed to use false or misleading means such as fictitious original prices, false discounts, and non-performance of ** promises to deceive consumers or other business operators into trading with them.

4) They must not collude with each other, manipulate the market, and harm the legitimate rights and interests of other business operators or consumers. There shall be no monopolistic behavior that excludes or restricts competition.

5) It is not allowed to fabricate or disseminate information on price increases, raise prices, promote commodities to be too high and too fast, and disrupt the market order.

6) In addition to production for personal use, it is not allowed to exceed the normal storage quantity or storage cycle, and hoard a large number of commodities that are tight in the market and abnormal fluctuations.

7) Self-discipline shall be strengthened, and the awareness of operating in accordance with the law and being honest and trustworthy shall be strengthened. Establish and improve the internal management mechanism and error correction mechanism, and properly handle disputes in a timely manner.

8) Relevant industry associations or other units shall not organize operators to collude to raise prices and manipulate the market. It is necessary to actively guide business operators to operate legally and jointly maintain market order.

The city's market supervision department will increase the intensity and frequency of supervision and inspection of the city's commodity and service prices, and seriously investigate and deal with illegal acts that disrupt the market order, such as hoarding, fabricating and disseminating price increase information, and raising prices. For operators and units that still do not make corrections after being reminded and admonished, the market supervision department will confiscate the illegal gains in strict accordance with the relevant provisions of the "** Law of the People's Republic of China" and the "Provisions on Administrative Punishment of Illegal Acts", and impose a fine of less than 5 times the illegal gains; where there are no unlawful gains, a fine of between 50,000 and 500,000 RMB is to be given, and where the circumstances are more serious, a fine of between 500,000 and 3,000,000 RMB is to be imposed.
