In 1951, the first military commission issued a proclamation, the start of the army's rating work, rating, related to the self-interests of every soldier, at the beginning, there were many people to carry forward the revolutionary style, asked to set their own level to a low point, but with the deepening of the rating work, there are also people who hope to be able to set a high point.
Regarding this situation, Xu Liqing, deputy director of the General Cadre Department in charge of ratings, made it clear:No matter who it is, we must do it according to the conditions, according to the regulations, and set whatever level it should be. If you don't meet the conditions and ask for care, you can't do any of them.
Xu Liqing said so and did so, and for this reason, he also decided to play an exemplary role.
Xu Liqing joined the Red Army at the age of 19, and successively served as director of the Political Department of the Red Army Division, director of the Military Political Department, etc., during the Anti-Japanese War, he successively served as the director of the Organization Department of the Political Department of the 129th Division, the political commissar of the brigade, and during the Liberation War, he successively served as the director of the Political Department of the Northwest Field Army, the political commissar of the Sixth Army of the First Field Army, and the political commissar of the First Corps of the First Field Army.
In 1951, when the rating work, according to the regulations, Xu Liqing's own level should be the regular corps level, and the relevant departments also knew about it, so when they were doing their work, they set Xu Liqing at the regular corps level.
Later, all these documents were handed over to Xu Liqing, and when Xu Liqing saw that he was designated at the regular corps level, he felt that something was not good, so he changed his regular corps level to the deputy corps level.
This document was later seen by other leaders of the General Cadre Department, and the minister at the time had a better understanding of Xu Liqing's history, and he disagreed with Xu Liqing's deputy corps level and insisted on setting him at the regular corps level.
At that time, the vice chairman of the Military Commission, Xu Liqing's old leader *** also had opinions on Xu Liqing's matter, and he did not agree with Xu Liqing to change himself to the deputy corps level, for this reason, he also talked to Xu Liqing and made it clear that he was originally at the regular corps level, so he should not change it.
Later, when Xu Liqing handed over his grading report to the above, he still wrote the deputy corps level, and immediately changed it to the regular corps level.
At the beginning of 1955, the ** Military Commission instructed the whole army to prepare for the award.
The awarding of military ranks is very important for a soldier, and there is naturally a big difference between the level of military ranks.
As early as 1950, ** said in a speech that the General Cadre Department was preparing to carry out the work of military ranks, and in the same year, ** said: "Establish a military rank system and try to mark the military rank on the clothing of the second year." ”
The implementation of the military rank system is an indispensable step for the people's army to move toward modernization and regularization, so the work of awarding titles is very important; at that time, China had a good relationship with the Soviet Union, so the preparations for the awarding of titles in our army were basically in accordance with the Soviet Union.
In 1952, the General Political Department, the General Logistics Department and other departments devised a set of plans to divide our army into 6 classes and 20 grades, and later after study, they changed it to 6 classes and 21 grades, but this matter was never settled until early 1955, when the NPC Standing Committee meeting passed the "Regulations on the Service of Officers of the Chinese People's Liberation Army," stipulating that our army is divided into 6 classes and 19 grades.
**In all stages of the history of our army, he was a very important person, and the person in charge of the evaluation rated him as a generalissimo, **After learning about it, he waved his hand and said that he did not want that generalissimo, because it was not good to wear a military uniform to the masses.
Later, according to the proposal of ***, those who worked in the local area did not participate in the award, so many people did not participate in the award.
** The matter of not having the rank of generalissimo has had a great impact in the army, and some army cadres have written to themselves, hoping to lower their rank.
Marshals have written to ask for demotion, and Xu Guangda, who was the commander of the armored forces at the time, also resigned from the rank of general, which shocked Xu Liqing.
According to the regulations of the Military Commission, corps-level generals are awarded the rank of general, and Xu Liqing is of course undoubtedly a general.
In this regard, Xu Liqing disagreed, he put his name in the list of lieutenant generals, **After seeing it, he called Xu Liqing over, and said with some criticism: "This is set by the **Military Commission, and the general is generally awarded at the corps level, how can your name be drawn casually?" ”
**, did not agree to Xu Liqing's request to apply for demotion, after Xu Liqing returned home, he discussed with his wife that he didn't want the rank of general, as long as he was a lieutenant general, his wife supported him very much:"Let's not compete with others in terms of treatment, fame and fortune, you want to be a lieutenant general, I support you. ”
Madame's words made Xu Liqing very pleased.
In the middle of the night, Xu Liqing couldn't sleep over and over, he wrote a letter to the *** Military Commission, to the effect that he was the deputy minister in charge of awarding titles, and he should be more strict with himself and set an example for everyone, so he didn't want to be a general, just give a lieutenant general.
This letter came to *** the next day, and ** still didn't agree, so he found ***
Soon, ** found Xu Liqing: "Liqing, you don't want to be a general, I think it's better to discuss it, this issue is not my own decision, this is the organization's decision." ”
Despite *** and *** persuading Xu Liqing so much, Xu Liqing is still determined to apply for demotion.
**Helpless, I had to go to the prime minister, **decided to talk to Xu Liqing in person, but after a conversation, **found that my persuasion did not work, and I was persuaded by Xu Liqing instead.
** Admiring Xu Liqing from the bottom of his heart, he said with emotion: "The chairman said that Xu Guangda is a mirror, a mirror of the Communists, and I said that you Xu Liqing is also a mirror, a rare good comrade." ”
**Specially sent someone to find a photographer and took a photo of himself and Xu Liqing.
When the title was awarded in 1955, Xu Liqing thus became the only corps-level general, and on the day of the award, Zhongnanhai held a banquet, ** raised a glass to Xu Liqing and said: "You are a lieutenant general who should have been awarded a general but was not awarded a general." ”
** I remember very well about Xu Liqing's resignation, and later at the senior cadre meeting of the whole army, he spoke highly of Xu Liqing: "Xu Liqing is a good comrade and cadre of our party and our army. ”
After 1955, Xu Liqing had to be admitted to the hospital due to illness, at this time, his first concern was not his own condition, but for fear of causing losses to the revolutionary work, for this reason, he repeatedly asked *** to resign from the post of deputy director of the General Cadre Department.
** Disagreed, he said every time: let it go.
In 1960, after Xu Liqing's condition improved, he was appointed deputy director of the General Political Department, and since then, he has served as the political commissar of the Jinan Military Region and the first political commissar of the Chengdu Military Region.
In 1983, General Xu Liqing completed his legendary life.
