Recently, it has been reported that the regulator has sent a letter to insurance institutions and industry associations to solicit opinions on the "Notice on the Smooth and Orderly Development of Urban Customized Commercial Medical Insurance (Consultation Draft)" (hereinafter referred to as the "Opinion Draft"). The payment is made by the State Administration of Financial Supervision and the National Medical Security Administration.

The two flagship products in Hunan have covered nearly 10 million person-times.

The draft mentions that customized medical insurance should widely cover the basic medical insurance participants, include the elderly, pre-existing conditions and other groups into the scope of protection, and encourage the expansion of protection objects to new citizens and other groups. Employers are encouraged to make full use of preferential tax policies and purchase customized medical insurance for employees.

In 2015, China launched the first Huimin medical insurance. Until 2020, Huimin Insurance ushered in an explosive period and pressed the fast-forward button in many cities.

As a type of commercial supplementary medical insurance with inclusive nature, Huimin Insurance has become an "Internet celebrity" in the insurance market in recent years by virtue of its low quality, low threshold and high protection, and the number of insured people has increased significantly.

According to data, as of the end of 2022, the total number of insured people in the country has reached 29.8 billion, with a cumulative premium of about 32 billion yuan.

Hunan is no exception. In 2020, Changsha, Shaoyang, Yiyang and other places have launched urban customized Huimin insurance. Even CPIC P&C Hunan Branch has launched Hunan National Insurance, which covers the whole province.

With the advancement of time, the Hunan insurance industry has iterated and upgraded the Huimin Insurance products, and gradually relaxed the restrictions on the insured, so that not only the basic medical insurance people in Hunan Province can participate in the insurance, but also the "new citizens" living in Hunan can also participate in the insurance, and special drugs, disease screening, etc. are included in the scope of protection.

In terms of operation mode, it has also changed from the "single-handed" of various insurance companies in the early stage to group underwriting.

According to data, in recent years, Hunan has launched 7 types of medical insurance for the benefit of the people. Among them, there are two main models, namely "Hunan Aimin Insurance" underwritten by Chinese Life Hunan Branch and "Changsha Huimin Insurance" underwritten by Chinese People's Insurance Hunan Branch. Since the product was launched, it has been well received by the masses, with a total of 9.6 million person-times insured and 7500 million yuan.

The ubiquity of Huimin Insurance has undoubtedly increased the richness of market products, but it has also affected the participation rate and sustainability of some subsequent products. The Draft Opinion points out that Huimin Insurance is generally carried out on a city-by-city (regional) basis, and provinces (autonomous regions and municipalities directly under the Central Government) with conditions can be carried out on a district-wide basis, and the number of each region should not exceed one after feasibility demonstration and risk assessment.

Industry insiders said that "one city, one policy" is the highlight of the policy, which may change the current phenomenon of "one city with multiple risks" in some areas, and then improve the continuity of Huimin Insurance products.

Standardizing operations and setting red lines are the focus of the Draft Opinions. The State Administration of Financial Supervision and local dispatched agencies will focus on investigating and dealing with the following issues: such as giving or promising to give benefits other than those agreed in the insurance contract; Failure to strictly carry out claim accounting according to insurance liability, delay in compensation, and unreasonable refusal to make claims; Failure to make timely adjustments to reduce deviations based on the results of business backtracking; lack of the necessary data basis for the determination of insurance rates; Exaggerated publicity, improper promises, and misleading policyholders; Fraudulent use of the name of ** to carry out false publicity, fraudulent use of customized medical insurance to promote and sell other insurance products, etc., to safeguard the legitimate rights and interests of consumers.

This is not the first time that the regulator has regulated customized commercial medical insurance. In 2021, the former China Banking and Insurance Regulatory Commission (now the State Administration of Financial Regulation) issued the Notice on Regulating the Urban Customized Commercial Medical Insurance Business of Insurance Companies, and put forward four requirements: strengthening legal compliance, consolidating the main responsibility, clarifying regulatory requirements, and strengthening industry self-discipline.
