Although the General Political Department strives to achieve the same military rank, position, and seniority when doing the appraisal work, there are still some controversies, and the following four are the most controversial.
1. Generalissimo vacancy.
From 1949 to today, our country has only assessed 10 marshal ranks, which is known as the 10 marshals of the founding of the country. After the unanimous comprehensive evaluation of the members of the evaluation team of the Ministry of General Affairs, everyone felt that this generalissimo candidate was none other than ***.
There is no doubt that whether it is in the military experience or in terms of revolutionary contributions, ** is a well-deserved generalissimo, but when the General Political Department sent the final evaluation plan to *** for approval, he crossed his name off the list. The person in charge of the rank assessment team asked *** why this was very puzzled, ** smiled and lit a cigarette, took a puff and said: "The military rank is for in-service soldiers, and I am not an in-service soldier now, so I should not accept the award." ”
But in terms of performance, qualifications, and contributions, no one is more qualified to serve as this generalissimo than you! * tried to persuade.
**After hearing this, he waved his hand and said: "But don't say that, how many people have paid for their precious lives on the road to the revolution, and how many people have no bones?" The contribution of revolutionary soldiers is not small, I think, leading cadres working in ** and local areas should not participate in the awarding of titles, let the military ranks be given up, and leave them to the in-service soldiers. ”
** repeatedly insisted on not accepting the rank of generalissimo, and everyone saw that they could not persuade him, so they could only vacate the rank of generalissimo.
2. Conferral of the title of ** Vice Prime Minister.
Because of the sentence "** and local leading cadres do not participate in the award", many leading cadres who were originally in the award list automatically asked to withdraw from the award, but the **vice premier** is still in the award list, and the military rank is marshal. Many people are puzzled by this, and some local leading cadres who are unable to participate in the awarding of titles because of the regulations have even become emotional.
In fact, after *** voluntarily withdrew from the award, ** also wrote to ask to delete his name, but was rejected by ***, because ** at that time, in addition to being *** vice premier, he also held the positions of *** and member of the Military Commission, although his work focus was not in the army, but, ** still had a military position at that time, so it was natural for him to participate in the award. At the request and insistence of ***, ** accepted the rank.
3. The rank of "God of War" was rated low.
In the combat history of New China, there have been two "God of War" figures, one is Mr. Lin and the other is Su Yu. When the title was conferred for the first time after the founding of New China, Mr. Lin was awarded the title of marshal, while Su Yu, who was "good at fighting fairy battles", was only awarded the rank of general. The two gods of war have the same merits, but their military ranks are different.
At that time, many people felt that with Su Yu's achievements and ability, it was not an exaggeration to rely on a marshal. There are also some people who believe that although Su Yu's ability is good, there is still a difference between him and Mr. Lin, so it is normal to be one level lower in military rank.
In fact, in the early stage of the military rank evaluation, Su Yu was also in the list of marshals, and after Su Yu himself got the news, he wrote the first time and resigned from the rank of marshal, he thought that he still had a lot of shortcomings, and his ability and qualifications were also lacking, and he was not suitable for being a marshal, so he asked for demotion. **After reading the report, he praised Su Yu's character, and after comprehensive consideration, he still agreed to Su Yu's application, removed him from the list of marshals, and put him in the first place in the rank of general.
4. Colonel who has been awarded three first-class medals.
In 1955, the Standing Committee of the National People's Congress passed, in order to commend the revolutionary soldiers who made contributions to the revolutionary war, special regulations on medals and medals were formulated, including the August 1 Medal and Medal, the Medal and Medal of Independence and Freedom, and the Liberation Medal and Medal, of which the first-class medal was the highest, and among the 55 founding generals at that time, not everyone received all the first-class medals, however, Luo Houfu, the former deputy commander of the Jianghan Military Region, was different.

Luo Houfu joined the Red Army at the age of 20, all the way through thorns and thorns, fought bloody battles on the battlefield for many years, and made outstanding achievements, at the end of the War of Resistance Against Japanese Aggression, he served as the commander of the first military region, the deputy commander of the third military region, and also served as the deputy commander of the military region many times during the War of Liberation. Therefore, it was only in 1955 that it was demoted.
Afterwards, someone was upset for Luo Houfu and reported the incident to the Military Commission, which, after understanding the whole story, rehabilitated him, took off the hat of "capitalist roader", and promoted him to the rank of major general in 1961.
