The basic capacity of green development has been greatly improved, the green and low-carbon competitiveness has been further enhanced, and green development has become a solid foundation for promoting new industrialization.

By 2035, the endogenous driving force for the green development of the manufacturing industry will be significantly enhanced, carbon emissions will stabilize and decline after peaking, the carbon neutrality capacity will be steadily improved, and the green and low-carbon competitive advantage of the global industrial chain will be highlighted, and green development will become a common form of new industrialization.

Focusing on the bottlenecks restricting the green development of emerging industries, the "Opinions" propose to speed up the completion of shortcomings and weaknesses, and strive to solve the worries about the sustainable development of emerging industries. Specifically, in the field of new generation information technology, it is necessary to guide data centers to expand the proportion of green energy utilization, promote the application of low-power chips and other technical products, and explore the construction of a market-oriented green and low-carbon computing power application system. In the field of new energy, we will accelerate the research and development and industrial application of new solid waste comprehensive utilization technologies such as waste photovoltaic modules and wind turbine blades. In the field of new energy vehicles, we will improve the comprehensive utilization system of waste power batteries and promote standardized and hierarchical resource utilization. In the field of high-end equipment, accelerate the innovation and industrial application of key remanufacturing technologies such as additive manufacturing, flexible molding, non-destructive testing and dismantling, and promote the remanufacturing of high-tech and high-value-added equipment. In the field of environmental protection equipment, we will strengthen the research of key core technologies in response to new needs such as new pollutant treatment. In the aerospace field, we are actively developing new energy aircraft such as electric aircraft.

At the same time, the "Opinions" pointed out that vigorously develop green and low-carbon industries, and increase the proportion of green and low-carbon industries such as green environmental protection, new energy equipment, and new energy vehicles. Promote the deep integration of emerging technologies such as industrial Internet, artificial intelligence, and 5G with green and low-carbon industries. Focusing on the needs of the energy revolution and industrial transformation under the "dual carbon" goal, we plan to lay out the development of future energy and future manufacturing industries such as hydrogen energy, energy storage, biomanufacturing, and carbon capture, utilization and storage (CCUS).

The "Opinions" emphasize that the enabling role of digital technology in improving resource efficiency, environmental benefits, management efficiency, etc., such as the use of blockchain, big data, cloud computing and other technical advantages, the establishment of a traceability system for the use of links, and the promotion of the new model of "industrial Internet + renewable resources utilization"; Promote the software-based packaging of green and low-carbon technologies, and support the development of special software, big data models, and industrial APPs in the field of green and low-carbon.
