Among them, for the new energy industry, Zhang Tianren suggested optimizing the new energy distribution and storage policy to promote the high-quality development of the energy storage industry.
In the past decade, the scale of new energy power generation in China has continued to grow rapidly, and by the end of 2023, the installed capacity of wind and solar power generation has reached 10500 million kilowatts, a year-on-year increase of 386%, accounting for 36% of the domestic power generation capacity.
With the rapid growth of new energy, its intermittent and fluctuating properties have an increasing impact on the security of the power grid, and the demand for energy storage at the source and grid side has arisen.
In August 2021, the National Energy Administration of the People's Republic of China issued the Notice on Encouraging Renewable Energy Power Generation Enterprises to Build or Purchase Peak Shaving Capacity to Increase the Scale of Grid Connection, encouraging power generation enterprises to increase the grid-connected scale of renewable energy power generation capacity by building or purchasing peak shaving energy storage capacity.
Zhang Tianren said that the introduction of this policy has promoted the coordinated development of energy storage and new energy at the national level, and has played a significant role in promoting the rapid growth of energy storage installed capacity.
However, Zhang Tianren believes that the current new energy distribution and storage policy still needs to be optimized, which is manifested as: the distribution and storage of new energy projects is a cost item, and low-cost energy storage has caused problems such as low utilization rate of energy storage and poor scheduling reliability; At present, the profit channels of shared independent energy storage power stations are limited, and the economy is poor, which affects the enthusiasm of investment.
In this regard, Zhang Tianren gave four suggestions:
First, it is recommended to introduce a national policy. New energy enterprises are encouraged to lease the capacity of energy storage power stations built by independent third parties, and whether the leasing scale of new energy enterprises meets the standards within the year is linked to the on-grid power generation。
Second, it is recommended to broaden the profit channels of shared independent energy storage power stations. He suggested that shared energy storage power stations should be allowed to participate in all frequency modulation services and obtain FM service benefits under the condition that they reach an agreement with the leasing users; Encourage energy storage power stations to participate in all ancillary services such as power peak shaving and obtain ancillary service benefits; Encourage energy storage power stations to participate in electricity spot market transactions to achieve peak-to-valley price difference arbitrage; Encourage energy storage power stations to conduct medium and long-term power transactions with new energy power generation enterprises through bilateral negotiations, bilateral bidding and unilateral calls。
Third, it is recommended to explore the establishment of a capacity market. It is suggested that all kinds of capacity resources should be coordinated and promoted at the national level, and the electricity price mechanism of "equal pay for equal work, same quality and same price" should be established, and the capacity price mechanism of new energy storage should be studied, and the cost of new energy storage capacity should be compensated through reasonable cost grooming.
Fourth, it is recommended to promote the high-quality development of energy storage. Zhang Tianren suggested that the actual needs of the construction of new power systems should be oriented, and the demonstration of new energy storage technologies and new products should be driven by application, and the iterative development of technological innovation should be promoted. Improve the new energy storage standard system, and establish an entry threshold for high-quality, high-safety, low-carbon and green development; Establish a dynamic monitoring mechanism for the development of the energy storage market, track market demand, capacity layout, output, shipment information, cost and other information, objectively judge the supply and demand relationship of new energy storage, help the industry to continuously upgrade, and strengthen the core competitiveness of China's energy storage industry.
