Why should the market care?

In January this year, a planning permit for a construction project issued by the planning department brought the courtyard of No. 89 Junping Street into the field of vision of more people.

According to this construction project planning permit, the construction project is a restoration and reconstruction project of the original site of a dilapidated residential house in No. 89 Courtyard of Junping Street. The planned residential building area is 57922, property area 56796, a total of 3 floors, with an average household of about 3314. Both the number of floors and the area are the same as the original.

A second-hand real estate agent in the area told Fa Ge that about 80% of the houses in the Shaocheng area were built in the 80s of the last century, and the rebuilt Building 1 of No. 89 Junping Street was built in 1964 and has a history of 60 years.

The broker also said, "After the news of the reconstruction of the original site of Building 1 went out, more customers came to the community to see the house, and most of them wanted to 'pick up' the ** set currently listed in the community, with a construction area of 63."4. A resident of No. 89 Junping Street told Fa Ge that there are four residences in No. 89 Junping Street, and except for Building 1, the other three were built in the 80s of the last century. Whether to install elevators, no consensus has been reached before, let alone demolition and reconstruction.

Therefore, in the eyes of the intermediary brother and other residents of the 89th courtyard of Junping Street, the path of Building 1 is difficult to be "replicable".

There are two key conditions for in-situ reconstruction

Class D dilapidated house, 100% owner agrees

Fa Ge then called the ** of the Qingyang District Planning and Natural Resources Bureau to consult Building 1, Courtyard 89, Junping Street, why "tear down and rebuild"?

According to the staff, the reconstruction of the building was carried out in accordance with the "Notice on the Rules for Handling Planning Permits for the Restoration and Reconstruction of Dilapidated Houses in Place" (hereinafter referred to as the "Notice") issued by the Chengdu Municipal Bureau of Planning and Natural Resources in May 2023.

In this "notice", Fa Ge noticed two key statements:

1. "The housing safety appraisal agency that has been included in the management directory of the Chengdu Municipal Bureau of Housing and Urban-Rural Development shall issue a housing safety appraisal report for the overall demolition and reconstruction project with a conclusion of D or DSU and a clear need to be stopped. ”

In simple terms, the project for in-situ reconstruction must be:Class D dilapidated house, and an appraisal report is required.

According to the relevant regulations, a Class D dilapidated house refers to a dangerous house that has a bearing capacity of the load-bearing structure that can no longer meet the requirements of normal use, and the whole house is in danger, constituting the entire dilapidated house.
