Phoenix TV: The international community is very concerned about the issue of AI, many countries have put forward plans for global governance of AI, and we are concerned that China has also put forward the Global AI Governance Initiative. In addition, what is China's position on AI cooperation among major countries?

Wang Yi: Artificial intelligence has entered a critical stage of explosive development. We advocate attaching equal importance to development and security, embracing new things and new opportunities, and putting the brakes on the road before hitting the road, so as to jointly promote global governance of artificial intelligence. In October last year, President ** proposed the Global AI Governance Initiative, which clearly stated China's attitude and proposition.

We are mainly concerned with three guarantees: First, to ensure that it is beneficial. The development of artificial intelligence is conducive to the common well-being of mankind, in line with human ethical norms, in line with the rules of international law, and in line with the direction of human civilization progress. The second is to ensure safety. Artificial intelligence has always been under human control, and the interpretability and appreciability are constantly improving, for which various risk assessment and control mechanisms must be established. The third is to ensure fairness. The establishment of an international governance body for AI under the framework of the United Nations will allow all countries to participate in and benefit equally from the development of AI.

I would also like to emphasize that if we try to build some "small courtyard and high walls" in artificial intelligence, we will make new historical mistakes, which will not only fail to stop the scientific and technological development of various countries, but also undermine the integrity of the international industrial chain and weaken the ability of mankind to cope with risks and challenges.

China is actively open to AI cooperation with other countries, and has established dialogue mechanisms with a number of countries so far. Cooperation between AI powers is important, as is capacity building in developing countries. We will submit a draft resolution on "Strengthening International Cooperation on Artificial Intelligence Capacity Building" to the UN General Assembly in due course to promote technology sharing among all parties and strive to bridge the intelligence divide so that no country is left behind.
