Liu Sushe was born in October 1967 in Yangling, Shaanxi.
In his early years, he worked in the former State Planning Commission and served as the head of the Annual Planning Division of the Department of Rural Economy. In 2003, the institutional reform, the former State Planning Commission was reorganized into the state, and Liu Sushe continued to serve, successively serving as deputy director and director of the Department of Regional Economy, and director of the Department of Fixed Asset Investment.

In September 2020, Liu Sushe went to Xinjiang to serve as the vice chairman of the autonomous region.
