Abstract] This paper mainly discusses the construction method of software and hardware of prepaid electricity management system, the design of each module of software system, and the main problems solved in the process of software and hardware design.

Introduction. In recent years, prepaid electric energy meters have been widely used in China, and the use of this new type of electric energy metering instrument can avoid arrears of electricity bills and realize the informatization of electricity bill collection and management. The prepaid electricity management system uses a card reader to read and write the charging data on the card medium, and realizes the functions of pre-deposited electricity bills, password management, electricity price adjustment, card replenishment operation, user query, automatic statistics and so on. Easy to use for the operator, secure for data management, and user-friendly.
1. System overview.
The system includes electric energy sales and operation, electricity price and electricity charge management, electricity business management and meter information management. Different from the traditional electricity charging model, the prepaid electricity sales and electricity management model treats electricity as an ordinary commodity. The user payment method has changed from the door-to-door copy of the power supply company to the window ** easy, therefore, the electricity sales window should be multi-point and large-scale networking. As a well-managed electricity sales system, each function is completed by the division of labor and cooperation of multiple departments within the power supply company, such as the electricity department is responsible for business expansion, capacity increase, change and meter reading, etc., the metering department is responsible for meter assets and maintenance, and finance is responsible for electricity prices, electricity charges and accounting, and business points are responsible for charging, card writing and other businesses, therefore, the power supply company's electricity sales management system should be based on the computer network division of labor and cooperation system, since it is a business system for electric energy commodities, it should fully reflect the concept of "window". Therefore, it is necessary for banks to connect to the Internet or retain computer network interfaces to implement round-the-clock multi-point services. Figure 1 shows the structure of the prepaid electricity sales system.

Because the meter function, power purchase card, password, data structure and read-write card device of each watch factory are generally incompatible, the system can accommodate a variety of read and write card devices and a variety of power purchase storage media, realize that the same system is compatible with the card media of multiple watch factories, and also consider the interface problem with the virtual medium that may occur in the future (such as wireless, carrier, e-commerce encrypted data, bank entrustment, etc.), and can realize the prepaid function through the virtual medium.
Second, the construction of electricity management system software.
As shown in Figure 1, the topology of a typical prepaid electricity management system is divided into a sales subsystem and a data management subsystem.
1. Business system.
The business system is a window for users and "electricity sales" to buy and sell electric energy commodities, and its functions are:
1.1. Electricity sales management.
The user holds the card to any window in the system to purchase electricity, and the salesman inserts the card into the card writing machine to "write" the card for the electricity purchased by the user, and the electricity price information is automatically determined by the system according to the electricity purchase card and the user** according to the nature of electricity used by the electricity department at the time of opening the account and the electricity price determined by the financial department, and the "electricity sales" staff does not have the authority to set the electricity price and cannot enter the electricity price into the electricity sales terminal.
1.2. Bill management.
When the "electricity sales" clerk "writes the card", the electricity sales terminal will automatically print the receipt or invoice, or print the invoice after the financial summary of the monthly electricity consumption at the end of the month. If the receipt or invoice fails to be printed due to operation or equipment reasons, it can be printed after the fault is queued.
1.3. Report the loss and replace the card.
If the user's power purchase card is lost, he can apply to the "electricity sales" clerk to report the loss, set a certain time limit, determine that it has been lost, and then apply to the "electricity sales" clerk to replace the card, and the "electricity sales" clerk will ask the user whether all the data on the card is entered into the meter and then replace the card, if the user lies about the situation, the replacement card data meter will not be confirmed, and the replacement card will fail. The charging standard for card replacement is pre-set by the subsystem of the Finance Division, and the "electricity sales" clerk only charges according to the standard and prints receipts or invoices.
1.4. Report printing.
Whenever it comes to the end of the working day and the end of the month, the ** table and monthly report should be printed according to the line number, transformer station area code, and the nature of electricity consumption for financial reconciliation at that time. If the printing fails due to operation or equipment reasons, you can continue to print after troubleshooting.
1.5 card inquiry.
When the user purchases electricity, the "electricity sales" clerk checks the cumulative electricity consumption, remaining electricity, the number of power purchases, the number of installations and other electricity consumption information written back to the card by the meter, and checks the information with the system database.
1.6. Password management.
With the authorization of the financial department or the person in charge of the electricity sales system to the electricity seller, the electricity seller shall set a personal password at his own electricity sales terminal, and only the electricity sales personnel themselves can find the terminal to sell electricity and other related operations.
2. Data management system.
The data management system can be basically divided into three subsystems: finance, electricity consumption and metering.
2.1. Financial management subsystem.
This subsystem is not only the accounting system for electricity prices, miscellaneous charges and comprehensive statements, but also the security centralized management system of the entire prepaid electricity sales system. Its functional modules are:
1) Electricity price management. The sub-tariff is determined according to its tariff composition and the nature of the electricity used.
and integrated electricity prices.
2) Miscellaneous fee management. Determine a number of fee standards such as card replacement, capacity increase rate, change, etc.
3) Reports. According to the line number, transformer station area code, electricity consumption nature statistics and summarize electricity consumption, electricity sales and other data, and can calculate and print monthly reports and annual reports.
4) Permission management. All subsystems, all electricity sales terminals, legal operators.
The use of line operations is authorized by the financial subsystem. The operator of each subsystem is determined by the module program, and the module is assigned to arrange the management scope and password of the administrator at all levels, and the module is the system security management module, and only the system administrator can operate the module, and the security level is high.
5) Data backup. To ensure the security of the entire database, the data of the same day should be backed up. If the data is attacked or destroyed for some reason, the backup data can be restored.
2.2. Power management subsystem.
The subsystem provides the power consumption department with the function of managing the user's electricity business. Such as installation, capacity increase, meter reading (can also be classified as business) and other businesses.
1) Installation. Enter the relevant information in the user's electricity application filled in by the user, such as the household number, account name, address, voltage level, capacity and other relevant information of the meter (such as alarm power, allowable tripping times, etc.), and after the meter is allocated, the meter-related information (allowable capacity, allowable tripping times, alarm power and other data) will be "written" into the purchased electricity card (or other media) by the card writing machine in the region.
2) Capacity. When the user still needs to expand the power capacity after opening an account or increasing the capacity last time (otherwise, when the power load exceeds the permitted capacity, the prepaid meter with load control will trip and cut off the power), the capacity must be increased, and after approval, the card writing machine in the area will be used here.
Write "the new (increased) licensed capacity and related information (e.g., alarm level, number of allowable trips) to the power purchase card (or other media).
3) Changes. When the user needs to handle the business of capacity reduction, transfer, account cancellation, reclassification, etc., enter the relevant change information into the corresponding database file, and the relevant business (similar to the capacity increase operation) should also "write" the relevant information to the power purchase card (or other media).
4) Meter reading. For some virtual media, centralized meter reading methods can be used through wired and.
The wireless channel (virtual medium) automatically reads the electricity information in each user's meter into the system according to the fixed meter reading day, and the electricity users who have not installed the prepaid meter for the time being enter it individually as a settlement voucher. Random spot checks are carried out on IC card prepaid energy meters from time to time, and the data is used as audit credentials.
3. Measurement management information subsystem.
This subsystem performs the whole process asset management of the meter. When the meter is put into storage, the specifications and parameters of the meter are registered, and the property right number is managed and archived. When the electricity department installs the meter, it can log in to the meter installation address and the householder. It can also be automatically configured according to the user's situation.
4. Other subsystems.
The system can combine other functional subsystems, such as the user query subsystem, the user through the touch screen computer, when the user enters the meter information, the system displays the electricity bill usage, meter related data information. Another example is the query subsystem of the superior department.

The system also provides several reports for querying. 4.7. Customize the charging plan.
In order to flexibly respond to a variety of charging schemes, such as property fees, rent, service fees, etc., the system supports user-defined charging items. The charging method can be set to deduct directly from the account or generate a reminder bill, and can set up a recurring charge or a one-time fee, which can be charged according to a fixed amount or converted according to the room area, etc.
4.8. Electricity sharing in public areas.

V. Conclusion. The use of prepaid electric energy meters can commercialize the process of "selling electricity", facilitate the standardized management of electricity charges and rates, and realize the automatic printing of data reports and user information inquiry. Therefore, the prepaid electric energy meter has a broad market prospect in China. The design of a management information system that is easy to use, friendly interface, good compatibility and high reliability is related to the actual use effect of the whole system, and is a topic worthy of further in-depth study.
