On November 29, the Guangzhou Municipal Bureau of Housing and Urban-Rural Development issued the "Notice on Issues Concerning Unit Housing (Draft for Comments)" (hereinafter referred to as the "Draft for Comments") to comprehensively strengthen the management of unit housing and standardize the use of housing.
Unit housing refers to the funds of public housing (including stock public housing, the same below) and public housing directly managed by the housing management department (including the price that employees should pay to the unit when they put their purchased public housing on the market).
According to the draft for comments, 75% of the unit housing** is used to issue housing monetary subsidies to employees who have not enjoyed preferential policies for house purchases, and 25% is used for the maintenance of the common parts and facilities of the sold public housing (including the installation of elevators for the sold public housing, the same below).
For reorganized or merged enterprises, their housing** is managed and used by the reorganized or merged enterprises;Closed and bankrupt enterprises, their housing (housing monetary subsidy part) is first used to meet the conditions of housing monetary distribution of housing monetary subsidies to employees, and the remaining funds can be arranged by the enterprise, the superior unit or the custodian unit, and the housing for the maintenance of the housing reform is handed over to the superior unit or the custodian unit for management, and is still specially used for the maintenance of the common parts of the housing reform house;For the revoked unit, the housing ** shall be managed and used by the superior unit or the custodian unit.
Unit housing belongs to the public housing sales unit, the implementation of special account management, special funds, the use of unit decision-making, the principle of supervision.
The draft for comments clarifies that the unit housing shall be used in strict accordance with the specified purposes, and the relevant materials shall be submitted to the Guangzhou Municipal Housing Security Office to indicate the use of funds. If the use of unit housing ** meets the provisions of the special fund, the Municipal Housing Security Office shall issue a notice of transfer of funds to the special account management bank.
The draft for comments stipulates that the application for the use of unit housing must be transferred through bank transfer, and no cash withdrawal is allowed, and if the project is changed or temporarily not used, it must be reported to the Municipal Housing Security Office and returned to the housing ** special account in a timely manner. No unit or individual may withhold or misappropriate it.
For the housing of municipal administrative units, public institutions and public welfare institutions of the first and second categories (financial appropriation or supplemental funds), they shall be managed and used in accordance with the relevant provisions of the notice of the Guangzhou Municipal Finance Bureau on changing the housing of the unit and handing over the financial account.
