Beijing, January 29 (Reporter Hao He) Recently, the General Office of the All-China Federation of Trade Unions issued the "Administrative Measures for the Naming of Employee Recuperation and Recuperation Bases (Trial)" (hereinafter referred to as the "Measures") to standardize the naming and management of employee recuperation bases, safeguard the rights and interests of employees in recuperation, promote the high-quality development of employees' recuperation and recuperation, and improve the quality of life of employees.
The Measures make it clear that the staff recuperation base is a supplement and expansion of the function of the workers' recuperation and recuperation home, and is named by the federation of trade unions at or above the provincial level (inclusive) according to the needs of the work. The naming of the base should adhere to the functional positioning and highlight the function of recuperation and recuperation; use social resources to serve the masses of workers; Adhere to the quality first, strict access conditions; Consolidate the principle of entity responsibility and management in accordance with laws and regulations.
The Measures stipulate that the naming of staff recuperation and recuperation bases should be strictly controlled. The base must have the status of an independent enterprise and institution legal person and be able to issue recuperation bills. To achieve more than 200 beds, at least 100 people can be accommodated at the same time. At the same time, they should have good recuperation and education resources, public welfare concepts, health services, and management capabilities.
The Measures require that the provincial federation of trade unions formulate the naming management system and work plan of the base in their respective jurisdictions, and perform the naming procedures such as formulating the system, organizing the declaration, promoting the grassroots level, and reviewing and naming. The federation of trade unions at all levels shall perform the main responsibility of supervision of the named bases, improve the management system, strengthen guidance and supervision, and regularly supervise and inspect. Give full play to the positive role of the base in carrying out staff recuperation and recuperation activities. Establish an assessment and evaluation mechanism and an exit mechanism, formulate assessment and evaluation standards, set veto items, and implement dynamic management.
