Xu Keqiang, born in 1971, is a professor-level senior engineer who graduated from Northwest University with a master's degree in coalfield oil and gas geological exploration.

In 1996, after graduating with a master's degree, Xu Keqiang joined China National Petroleum Corporation. Since then, he has served as Deputy General Manager of CNPC International (Russia) Company, Deputy General Manager of CNPC International (Kazakhstan) Co., Ltd. and General Manager of CNPC International (Aidan) Co., Ltd., Deputy General Manager of PetroChina Kazakhstan Company (concurrently General Manager of Aktobe Oil and Gas Co., Ltd.), General Manager of PetroChina Tuha Oilfield Branch, and Commander of Tuha Petroleum Exploration and Development Headquarters.

In 2017, Xu Keqiang was transferred from PetroChina to CNOOC.

From November 2017 to February 2020, Xu Keqiang served as the deputy general manager of CNOOC Group; In December 2018, he was appointed as a member of the Party Leadership Group of CNOOC Group; In February 2020, he was appointed as a director and deputy secretary of the Party Leadership Group of CNOOC Group.

In addition, Xu Keqiang also worked at CNOOC Limited (SH:600938), a listed company of CNOOC Group, and served as the president of CNOOC from April 2017 to March 2020. In November 2019, he also served as the Chief Executive Officer of CNOOC. In April 2022, due to work needs, he resigned as the chief executive officer of CNOOC Limited and was re-designated from an executive director to a non-executive director. In November 2016, China Cotton Reserve Management was merged into China National Grain Reserves Corporation. After the reorganization, the reserve varieties of China National Grain Reserves Corporation cover eight major varieties such as staple grains, edible oils, oilseeds and cotton, and become the largest agricultural product reserve group in China.

On November 1, 2017, China National Grain Reserves Management Corporation completed the corporate restructuring, the enterprise type was changed from a wholly state-owned enterprise to a wholly state-owned company, the enterprise name was changed from "China Grain Reserves Management Corporation" to "China Grain Reserves Management Group", and the enterprise abbreviation was changed from "China Grain Reserves Corporation" to "China Grain Reserves Group Corporation", and the registered capital of the enterprise was changed from 166800 million yuan changed to 47 billion yuan.
