On March 6, the 3rd "Cultivation Plan" project promotion and industry exchange meeting was held.
Under the joint guidance of the Political and Legal Committee of the Shunde District Party Committee and the Civil Affairs and Human Resources and Social Security Bureau of Shunde District, the Guangdong Desheng Community Charity Association and the Shunde District Social Innovation Center jointly organized the "Cultivation Plan" to promote the innovative experience of social governance by creating an influential platform for the promotion of project experience and resource docking, and called on all sectors of society to participate in building a beautiful home in Shunde with one heart and one mind, and helping Shunde District to further promote the "Millions of Projects". 
A total of 18 projects from the fields of community building, community care, psychosocial and women's and children's youth services, and volunteer services were recognized. Representatives of four excellent service projects, including the Tai Fook Ji Community Diversified Participation and Collaborative Development Plan, the "Renovation of Beautiful Buildings" grid to promote the renovation of old streetside buildings, the "Life Companionship, Love Fasting" project, and the Soul Station Social Psychological Service Project, also conducted on-site roadshows to share their practices and experiences in carrying out the project.
For example, Gao Xiaojun, from the Yixin Social Work Service Center in Shunde District, who is in charge of the "Life Companionship and Love Fasting" project, started with "a loving fasting meal", and told that the project leveraged social love resources to care for the elderly in difficulty by sending fast twice a month, and built a sustainable and easy-to-promote charity activity platform, so that every kindness is worth loving and not being disappointed.
This year's "Farming Charity Plan" added a new link of "Joint Thanksgiving of Farming Partners" to build an honorary platform for Shunde social governance and public service projects that actively expand social resources and seek multi-party support. Chen Runxiang, chairman of Qianhuang Bed, launched the Love Business Alliance and built a platform for volunteering and charity, and he said in his thanks that he hoped that more entrepreneurs could stick to their original intentions, dedicate love in social governance, and support volunteer services to go further.
Since 2014, Shunde has strengthened and innovated grassroots governance with the value concept and practical methods of community building, and so far 180 villages have carried out different degrees of community building project practice. At the event, the Shunde District Social Innovation Center released the first list of "community building" in Shunde District, with Daliang, Beijiao, Lecong, Lunjiao, and Longjiang ranking among the top five in the 2023 list.
Deng Yongxin, deputy director general of Shunde District Social Innovation Center, pointed out that Shunde's excellent towns (streets) have the following common experiences in promoting community construction, that is, they attach importance to overall planning, resource linkage and talent cultivation; the dual promotion of community service and community economy; Good at creating people, building momentum, and building brands. In terms of improvement and upgrading, it is recommended to change from project-based thinking to vision-based planning, so as to improve the systematic, holistic and global nature of community building. Nurture the seeds of community building talents, create the "spokesperson" and "star village" of the Shunde community, and tell the story of Shunde's grassroots governance.
In 2024, the "Mass Creation and Common Good" plan and the "Hemei Community Plan" were launched in January, and it is expected to invest more than 37 million yuan. In addition to project funding, Desheng will continue to cooperate with Tsinghua University to hold a grassroots governance talent seminar to systematically deepen social governance and social services; At the same time, the pilot cooperative village (community) work of community building in the whole village was also launched.
Xiong Dongping, director and secretary general of the Desheng Community Charity Association, released the list of students of the 2024 "Tsinghua Class" and the list of pilot cooperative villages for community construction in the whole village. Xiong Dongping introduced that a total of 30 villages in Shizhen Street applied for the pilot project of community construction in the whole village, and high-frequency topics include: how to sustainably govern old communities, how to adapt to new demographic changes in the governance of new real estate communities, how to balance services and facilities layout to enhance cohesion in the development of industrial communities, and how to improve services in the development of industrial communities.
On the afternoon of the 6th, the organizer also set up two theme exchange venues of "Whole Village Community Construction" and "Sustainable Development of Community Elderly Care Services", inviting think tanks from all parties to deeply promote the new path of social governance innovation in Shunde.
Lan Yuxin, associate professor of the School of Public Policy and Management of Tsinghua University and deputy dean of the Institute of Philanthropy of Tsinghua University, pointed out that the modernization of social governance capacity focuses on the improvement of the power of leverage, which is different from social mobilization and simple empowerment, and the power of the power is based on "vision, trust, and consensus" to catalyze the masses to generate consensus on governance and spontaneously participate in governance, relying on the masses to leverage the main body of governance, community resources and community creativity.
Guo Qi, vice chairman of the Desheng Association, introduced the original intention of the Desheng Association to carry out the pilot work of community construction in the whole village, and he said that after 6 years of project funding of the "Hemei Community Plan", the status quo of "more stars and fewer moons" in the field of community construction is presented, so it is hoped that by carrying out the pilot project of community construction in the whole village, personalized solutions will be customized for the community to further promote the development of community construction.
Li Yunguan, director general of the Shunde District Social Innovation Center, said that it is necessary to "stick, link and create". In the face of difficulties, we must see the value of the industry, adhere to the original intention of service, link multiple resources, especially leverage the power that has not been leveraged in the past, open up a new road of collaboration and co-construction, and form a superposition effect of co-construction and co-creation. Creation is to calm down and solve the problems that communities and people are anxious about, to give more consideration to the sustainable development of projects and institutions, and to gain the trust and support of all parties with greater results and social influence.
Xie Shunhui, member of the Standing Committee of the Shunde District Party Committee and secretary of the Political and Legal Committee of the District Party Committee, said that the most important experience of Shunde's social governance innovation is to read the word "co-construction" (co-construction, co-governance, and sharing). In a broader and deeper field, the team will be stronger, the project will be practical, the service will be good, and the brand will be excellent, so as to contribute to the "Millions of Projects".
