The relevant person in charge of the proposal said that through the investigation, it was found that the diversity and uncertainty of the current environmental pollution risks have increased, and it is difficult for personnel, equipment, and technology in some areas to meet the needs of new risk monitoring, and it is difficult to respond to environmental pollution emergencies in a timely and effective manner; The information sharing and linkage mechanism of cross-departmental and cross-regional ecological and environmental emergencies is insufficient, the level of data sharing is low, the emergency linkage mechanism is not smooth, and the implementation of consultation, research and judgment and information sharing is not in place.
To this end, the DPP suggested that the cross-departmental and cross-regional joint prevention and control mechanism of the ecological environment, emergency management, public security and other departments should be improved, and the establishment of a cross-departmental and cross-regional emergency management digital information sharing platform should be used as the starting point to promote coordination and communication between upstream and downstream, left and right banks, and departments. In addition, it is recommended to carry out cross-departmental and cross-regional joint prevention and control of environmental emergencies and emergency drills on a regular basis to effectively improve the ability and level of joint emergency prevention and emergency response.
It is suggested that the DPP should continue to strengthen the construction of grassroots emergency response capabilities, and all relevant departments should focus on improving the level of emergency support, emergency preparedness and response disposal, establish and improve the production, storage, allocation and distribution mechanism of emergency materials for environmental emergencies, establish a targeted emergency response technology library, and constantly improve the emergency plan; Strengthen the ability of environmental risk monitoring and early warning, improve new pollutant detection methods and environmental standards, establish a new pollutant monitoring and early warning platform and risk assessment system, and build a multi-level environmental risk prevention system covering production equipment, enterprises, parks and river basins.
