1. Preparation of declaration

Second, the process of declaration

Step 1: Register online. The applicant enterprise needs to register online on the management service platform for the identification of specialized, special and new enterprises of the Ministry of Science and Technology, fill in the basic information of the enterprise, and obtain the user name and password.
Step 2: Online declaration. The applicant needs to log in to the platform with a username and password, fill in the declaration form, upload the application materials, and submit the application information. The details of the declaration form and application materials are described below.
Step 3: Offline preliminary review. The applicant enterprise needs to stamp the paper version of the declaration form and application materials with the official seal of the enterprise, and send or deliver it to the provincial science and technology department where the applicant is located in accordance with the requirements of the platform. The provincial-level science and technology department shall conduct an offline preliminary review of the application information, and review whether the applicant enterprise meets the application conditions, and whether the application form and application materials are complete, true and valid. After passing the preliminary examination, the applicant enterprise enters the review stage.
Step 4: Online review. The Ministry of Science and Technology of the People's Republic of China organizes experts to conduct an online review of the declared enterprises that have passed the preliminary examination, evaluate the innovation ability and core competitiveness of the declared enterprises, and determine whether the declared enterprises meet the identification standards of specialized and special new enterprises. After the review is passed, the applicant enterprise enters the publicity stage.
Step 5: Online publicity. The Ministry of Science and Technology of the People's Republic of China will publicize the list of declared enterprises that have passed the review on the platform and accept social supervision, and the publicity period will be 10 working days. After the publicity has no objection, the Ministry of Science and Technology of the People's Republic of China officially recognizes the declared enterprise as a specialized and special new enterprise and issues a certificate.
3. Materials to be declared
To apply for specialized and special new enterprises, the following types of application materials need to be prepared:
Basic materials of the enterprise: including copies of statutory registration documents such as business license, organization certificate, tax registration certificate, social insurance registration certificate, etc., as well as copies of internal management documents such as the articles of association of the enterprise, resolutions of the shareholders' meeting or the board of directors.
Financial materials of the enterprise: including the financial accounting report of the enterprise in the latest year (including balance sheet, income statement, cash flow statement, etc.), a copy of the audit report audited and issued by an accounting firm, and a copy of the tax return, tax certificate and other tax-related documents of the enterprise in the latest year.
Enterprise innovation materials: including copies of intellectual property certificates (including patent certificates, software copyright certificates, etc.) owned by the enterprise, as well as copies of relevant supporting documents such as enterprise R&D projects, R&D teams, R&D funds, and R&D achievements.
Enterprise declaration form: including two copies of the "Declaration Form for Specialized and Special New Enterprises" and the "Evaluation Form for the Innovation Ability of Specialized and Special New Enterprises", which need to be filled in according to the requirements and formats on the platform, and stamped with the official seal of the enterprise.
Fourth, the submission of the declaration
To apply for specialized and special new enterprises, it is necessary to submit the declaration in accordance with the requirements and precautions in the following aspects:
The time of filing. There is no fixed deadline for the declaration of specialized and special new enterprises, but according to the actual situation and preparation of the enterprise, the application information can be submitted at any time. However, reporting enterprises need to note that the data in the declaration information are based on the most recent year, that is, the year before the declaration year. Therefore, the reporting enterprise should declare when its own data is optimal to improve the probability of passing. For example, if the R&D expenditure, the number of intellectual property rights, intellectual property income, new product income and other indicators of the reporting enterprise have increased significantly in the previous year, then the reporting enterprise can declare in the first quarter of the current year to reflect its own innovation ability and achievements.
The manner in which the declaration is made. Enterprises applying for specialization, refinement and special new enterprises need to make online and offline declarations at the same time, that is, submit the application information on the platform, and send or send the paper version of the declaration information to the provincial science and technology department. The results of the review will be published on the platform, and the applicant can log in to the platform through the user name and password to check its review status and review opinions. The review time is generally completed within 30 working days.
Review of publicity. The review of publicity is carried out by the society, mainly to publicize the list of declared enterprises that have passed the review, accept the supervision and feedback of the society, and eliminate the unfairness and unreasonableness of the declaration information. The results of the public review will be announced on the platform, and the applicant can log in to the platform through the user name and password to check their publicity status and public feedback. The time for the review of the publicity is generally 10 working days.
