The Third Plenary Session of the 13th Provincial Party Committee proposed to "better serve and integrate into the national strategy", "deeply integrate into the Guangdong-Hong Kong-Macao Greater Bay Area", and "accelerate the construction of a strong province with characteristic education". Macao is one of the four core cities in the Guangdong-Hong Kong-Macao Greater Bay Area. From a political and overall perspective, we should take the strengthening of educational cooperation between Guizhou and Macao as the starting point, and jointly cultivate talents who will take on the great task of national rejuvenation.
Focusing on the joint training of academic talents, we will strengthen cooperation in general higher education. Guizhou's general higher education has the characteristics of large scale, wide range of disciplines, abundant students, and strong faculty, while Macao's general higher education is small in scale, few but strong in disciplines, and lacks a shortage of high-quality teachers, which shows that the general higher education in Guizhou and Macao has strong complementary advantages and has a large space for cooperation. By building a teacher resource sharing platform, high-quality teacher resources can be shared and benefited. It is possible to establish and improve the enrollment cooperation mechanism between Guizhou and Macao, and build a diversified admission model that combines unified recruitment, examination-free escort, and independent enrollment, so as to realize the sharing of students from the two places. Through joint planning and implementation of cooperative education projects (institutions), the joint cultivation of talents between Guizhou and Macao can be strengthened, and the in-depth integration of education between the two places can be realized.

Focusing on the joint training of skilled talents, strengthen cooperation in vocational education and training. Guizhou's big data industry, tourism industry, liquor industry and ethnic handicraft industry have strong development advantages and potential in the country, which is in line with Macao's "1+4" moderately diversified development strategy, which attaches importance to the development of tourism and leisure, high-tech, convention, exhibition and commerce and other industries. According to the demand for talents for the development of industries in the two places, the joint training of vocational and skilled talents in Guizhou and Macao should be strengthened around the big data industry, tourism industry, liquor industry and ethnic handicraft industry. Since there is no vocational and technical higher education in Macao, the two places can strengthen the joint training of vocational and technical talents through school-enterprise cooperation. Using the PPP model of vocational education, Macao enterprises are introduced to Guizhou to carry out school-enterprise cooperation in vocational education.
Strengthen cooperation in basic education around sister school exchanges and cooperation. By the end of 2022, there were 77 kindergartens, primary and secondary schools in Macao, and 22 pairs of sister schools (kindergartens) had been established in Macao. A new round of sister school action can be implemented to expand the scale of sister schools in Guizhou and Macao. Establish a multi-level, multi-field, and multi-form win-win cooperation and exchange mechanism for sister schools, and actively carry out exchange and discussion projects between teachers and students of sister schools, such as mutual visits between teachers and students, on-the-job learning, in-class classes, heterogeneous topics on the same topic, professional lecture training, summer camps, talent shows, sports friendships and other projects. Actively create a brand of exchange and cooperation between sister schools such as youth patriotism education and English education. Promote the standardization of the construction of sister schools, and build a number of model schools of sister schools in Guizhou and Macao.

Focusing on the all-round development of young talents, strengthen personnel exchanges and cooperation. Seize the opportunities of educational exchanges and cooperation organized at the national level, and take the initiative to host or coordinate national educational exchange activities such as the "Chinese Gardeners' Gala", "Hong Kong and Macao Education Circles National Day Visiting Group", and "Mainland, Hong Kong and Macao Higher Education Institutions Exchange Program", so as to promote personnel exchanges and cooperation between Guizhou and the whole country, including Guizhou and Macao. According to the needs of talent development, we will organize young teaching and research personnel and administrative staff in the province to go to Macao to carry out customized research and training or visiting activities. With the incubation base of the park as the carrier, we will build an innovation and entrepreneurship base for Hong Kong, Macao and Taiwan youths to provide support for Hong Kong, Macao and Taiwan youths to come to Guizhou for innovation and entrepreneurship.
