Liu Meilin, a member of the National Committee of the Chinese People's Political Consultative Conference and chief physician of the Department of Geriatric Internal Medicine of Peking University First Hospital, said in an interview with a reporter from Beijing Business Daily that she will focus on strengthening the chronic disease management system and talent team construction of the grassroots elderly this year.
Liu Meilin said that with the increasing aging of the population, the prevention and management of chronic diseases of the elderly has become the focus of primary medical services. With the promulgation of the "Healthy China 2030" planning outline and the implementation of the national strategy of population aging, the National Health Commission and relevant departments have issued a number of documents to make comprehensive arrangements for the prevention and management of chronic diseases for the elderly and the construction of a primary medical service system.
In this regard, Liu Meilin suggested that we should continue to increase investment in the facilities and resources of grassroots medical institutions, encourage and attract investment from social forces, and form a pattern of joint participation of medical institutions, communities, families and other parties. Grassroots hospitals and family doctor teams should do a good job in primary medical services and family management for patients with chronic diseases, disabilities and dementia, and build a standardized palliative care and humanistic care service system, so as to facilitate patients to receive high-quality medical care at the grassroots level. Conduct regular health risk assessments for the elderly, discover potential health problems in a timely manner, and carry out health guidance and hierarchical management. Improve the electronic health records of the elderly, and carry out dynamic tracking and management of elderly patients with chronic diseases.
In order to achieve comprehensive cooperation between community and primary medical institutions and higher-level hospitals, Liu Meilin also suggested the establishment of an information sharing platform, further improve the hierarchical medical treatment and referral mechanism, improve the accessibility and continuity of medical services for the elderly, and provide convenient and efficient chronic disease medical management services for the elderly.
The construction of grassroots medical institutions is also inseparable from the support of talent training. Therefore, Liu Meilin said that while strengthening the construction of the chronic disease management system for the elderly at the grassroots level, it is necessary to do a good job in the construction of the talent team. Targeted training for grassroots medical staff can be strengthened, and according to the guidance of the Ministry of Education in 2024, the addition of "geriatrics and health" majors in medical colleges and universities can be promoted, so as to cultivate geriatric medical talents for the grassroots level. Strengthen the cultivation of Chinese medicine talents, and give full play to the advantages of Chinese medicine in the prevention and treatment of chronic diseases. At the same time, an incentive mechanism should be established to attract more medical talents to devote themselves to the management of chronic diseases in the elderly. In addition, experts and retired medical staff from large medical institutions are introduced to work at the grassroots level to improve the diagnosis and treatment and prevention capabilities of grassroots medical institutions.
